January 27, 2014

Minutes of a Regular Council Meeting held on Monday, January 27, 2014 in Council Chambers City Hall commencing at 5:00 p.m.

Present:  Mayor Maloney, Councillors Arnelien, Fisher, Goulden, Wilson, and Wyatt.

Absent:  Councillor Pearen

Staff Members Present: Chris Wentzell, Brant Hryhorczuk, Darcy McLeod, David Putz, Faisal Anwar, Kim Durdin, Gord Shaw, Lisa Washington, Lonnie Kaal, Josh Mickleborough, Michael Eger, and Roy Lanaway

A quorum being present Mayor Maloney in the chair called the meeting to order at 5:00 p.m.

A letter dated January 14, 2014 from Tourism Yorkton was circulated for the consideration of Council.  Mr. Neil Thom, President of Tourism Yorkton was present in Council Chambers to give a brief presentation on their accomplishments and successes of 2013.

Discretionary Use 01-2014 – Seniors Assisted Living Facility – 348 Morrison Drive Land Fund Budget

A report dated January 21, 2014 from the Planner regarding Discretionary Use application 01-2014 regarding a proposed Seniors Assisted Living Facility at 348 Morrison Drive was circulated for the consideration of Council.  Michael Eger, Planner was present in Council Chambers to speak to this report.

That Council authorize Administration to proceed with Public Notification for Discretionary Use application DU01-2014, which proposes a Seniors Assisted Living Facility with accessory Personal Services and Health Services uses at 348 Morrison Drive, legally described as Parcel A, Plan 101995533.

Furthermore, that the application be brought back to Council for its review and decision.

Community Development Manager – Sask Culture Grant Application

A report dated January 20, 2014 from the Community Development Manager regarding the Sask Culture Grant Application was circulated for the consideration of Council.  Lisa Washington, Community Development Manager was present in Council Chambers to speak to this report.

That the Sask Culture Municipal Engagement and Planning grant application for dedicated human resources required to move the Municipal Culture Plan forward, be approved.


Furthermore, that $10,000 be provided to fulfill the matching funding requirement for grant eligibility.

Director of Community Development, Parks and Recreation – 2014 Pest Control Officer, Weed Inspector and Municipal Inspector Appointments

A report dated January 14, 2014 from the Director of Community Development, Parks and Recreation regarding the 2014 Pest Control Officer, Weed Inspector and Municipal Inspector appointments was circulated for the consideration of Council.  Darcy McLeod, Director of Community Development, Parks and Recreation was present in Council Chambers to speak to this report.

That we accept Recommendation No. C00003-2014 as contained in the Committee of the Whole Council Meeting Minutes of January 27, 2014 that Administration is directed to advise Parkland College the city’s approach will be to apply the development charge as land is developed by the college.  The first phase will be assessed the existing development charge of $16,000.00/acre.  Subsequent phases will be assessed the development charge in effect at the time of building approval. 

Further, Administration is to advise Parkland College the college will be required to pay the $435,000.00 being the cost of servicing this site with water and sanitary sewer service connections.
