February 24, 2014

Minutes of a Regular Council Meeting held on Monday, February 24, 2014 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Maloney, Councillors Arnelien, Fisher, Goulden, Pearen, Wilson and Wyatt

Staff Members Present: Brant Hryhorczuk, Darcy McLeod, David Putz, Faisal Anwar, Kim Durdin, Lonnie Kaal, Michael Buchholzer, Michael Eger, and Roy Lanaway

A quorum being present Mayor Maloney in the chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Wyatt attended the Yorkton Wildlife Federation Banquet on Saturday, February 22, 2014.  About 150 people attended the event.  President Heath Dreger put on a very good show.  To date the Yorkton branch of the Wildlife Federation has donated over $180,000.00 to preserving habitat and wildlife in Saskatchewan.  Congratulations to President Dreger and his crew.

Mayor Maloney attended the opening of Tutti Frutti on Saturday February 22, 2014 and he encouraged everyone to stop by and try the yogurt.

That under authority of Section 2(e)(ii)(B) of The Local Authority Freedom of Information and Protection of Privacy Act,  Council designate the 'City Clerk' as the 'head' for the City of Yorkton for carrying out duties assigned to the 'head' under The Local Authority Freedom of Information and Protection of Privacy Act and further that Policy No. 20.150 be amended to define that the 'head' means the City Clerk for the City of Yorkton and Section 4.2 is amended to read "Within 30 days..." in order to meet the requirements of Section 7(2) of The Local Authority Freedom of Information and Protection of Privacy Act.

City Manager – Appointment of Bylaw Officer

City Manager – Lease Renewal Parkland Racing

A report dated February 20, 2014, from the City Manager regarding the lease renewal with The Parkland Racing Association Inc. was circulated for the consideration of Council.  David Putz, City Manager was present in Council Chambers to speak to this report.

That the Mayor and City Clerk be authorized to execute the attached lease with The Parkland Racing Association Inc.  The term of the lease is January 1, 2014 to December 31, 2018 with annual lease payments of $1,000.00.
