March 24, 2014

Minutes of a Regular Council Meeting held on Monday, March 24, 2014 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Maloney, Councillors Arnelien, Fisher, Goulden and Pearen

Absent: Councillors Wilson and Wyatt

PUBLIC ACKNOWLEDGEMENTS

Councillor Larry Pearen acknowledged the Yorkton Music Festival and thanked the volunteers and the accompanists and wished all the performers good luck.  Congratulations to the Yorkton Music Festival.

Councillor Randy Goulden acknowledged the appointment of Trevor Morrissey to the position of Fire Chief effective the 19th of March 2014.

Presentation – Yorkton Public Library Board – Annual Report  

A presentation from the Yorkton Public Library Board was circulated for the consideration of Council.  Sandra MacColl, Chair of the Yorkton Public Library Board presented the Yorkton Public Library – “Growing Along With You” – Annual Report 2013.

Proclamation – Community Development, Parks and Recreation Department – National Volunteer Week - April 6-12, 2014

A report dated March 17, 2014 from the Community Development, Parks and Recreation Department regarding National Volunteer Week was circulated for the consideration of Council.  Lisa Washington, Community Development Manager was present in Council Chambers to speak to this report.

Director of Finance - 2013 Year End - General Operations

A report dated March 11, 2014 from the Director of Finance regarding the 2013 Year End - General Operations was circulated for the consideration of council.  Lonnie Kaal, Director of Finance was present in Council Chambers to speak to this report.

That the 2013 transfer to reserves be amended to include a deposit of $265,000 to an operating reserve surplus (“rainy day fund”) to fund an expected shortfall in the 2014 Municipal Operating Grant and $300,000 be transferred into arterial road reserves to fund widening of Dracup in 2014, and further that planned reserve allocations be reduced by $100,000 for the Gallagher Centre, $50,000 for the Airport and a withdrawal of $25,000 be taken from the airport equipment reserves to fund Airport Capital.

Acting Director of Community Development, Parks and Recreation - 2014 Deer Park Fees & Charges

A report dated March 17, 2014 from the Director of Community Development Parks and Recreation regarding 2014 Deer Park Fees and Charges was circulated for the consideration of Council.  Paul Keys, Acting Director of Community Development, Parks and Recreation was present in Council Chambers to speak to this report.

That the 2014 Deer Park Golf Course fees be approved as listed on Appendix A attached hereto with one amendment being made to reduce the Ten-Round 9 Hole Package from $270 to $250.

City Manager - Federation of Canadian Municipalities – Election to the Board of Directors

A report dated March 14, 2014 from the City Manager regarding the Federation of Canadian Municipalities – Election to the Board of Directors was circulated for the consideration of council.  David Putz, City Manager was present in Council Chambers to speak to this report.

That Whereas the Federation of Canadian Municipalities (FCM) represents the interests of municipalities on policy and program matters that fall within federal jurisdiction; Whereas FCM’S Board of Directors is comprised of elected municipal officials from all regions and sizes of communities to form a broad base of support and provide FCM with the prestige required to carry the municipal message to the federal government; and Whereas FCM’s 77th Annual Conference and Trade Show will take place May 30 to June 2, 2014, during which time the Annual General Meeting will be held and followed by the election of the FCM’s Board of Directors; Be It Resolved that Council of the City of Yorkton endorse Randy Goulden to stand for election on FCM’s Board of Directors for the duration of the term; and Be It Further Resolved that Council assumes all costs associated with Randy Goulden attending the FCM’s Board of Directors meetings.
