REGULAR COUNCIL MEETING MINUTES
April 14, 2014

Minutes of a Regular Council Meeting held on Monday, April 14, 2014 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Maloney, Councillors Arnelien, Fisher, Goulden, Pearen and Wilson

Absent: Councillor Wyatt

Staff Members Present:  Brant Hryhorczuk, Chris Wentzell, Darcy McLeod, Faisal Anwar, Glenda Holmes, Greg Litvanyi, Josh Mickleborough, Kathy Ritchie, Lonnie Kaal, Michael Eger, Roy Lanaway,  Russel Peesker, and Trent Mandzuk

A quorum being present Mayor Maloney in the chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Goulden acknowledged attending the 2014 Celebrate Success Awards Dinner and expressed her appreciation to the Yorkton Chamber of Commerce and to the nominees and recipients for the awards.  It was a wonderful evening and a wonderful acknowledgement of the businesses we have in our city.

Mayor Maloney attended the Sacred Heart High School last Friday.  Their students are preparing for a trip to Dieppe and Vimy Ridge in Europe.  He is confident they will learn a lot about the Second World War and the role played by the Canadian troops.

Mayor Maloney attended the Terrier Game, Friday night.  The Terriers are leading 2 – 0 at this time.  They are playing in the City tonight and we know the fans will be out in force for that.  There has been some tremendous hockey being played by both the Yorkton Terriers and Melville Millionaires

Mayor Maloney also attended the Provincial 4-H Public Speaking Championships held in Yorkton on Saturday.  There was a tremendous group of young people from around the province.  He commended 4-H for all the wonderful work they do right across this province.

Mayor’s Poetry City Challenge 2014 – Reading by Dale Winnitowy

Information received March 21, 2014 from the League of Canadian Poets regarding National Poetry Month and the Mayor’s Poetry City Challenge 2014 was circulated for the consideration of Council.  Dale Winnitowy, accomplished poet was present in Council Chambers to read a piece of his poetry.

Bylaw No. 13/2014 – Amendment to Zoning Bylaw No. 14/2003 – Rezone 46 Myrtle Avenue from C-1 to CMI-1 [First Reading]

That Bylaw No. 13/2014, an amendment to Zoning Bylaw No. 14/2003 which changes the zoning of 46 Myrtle Avenue, legally described as Lot 15, Block 3, Plan 99Y11400, from C-1 City Centre Commercial to CMI-1 Commercial-Industrial Transitional, be given First Reading, and that Administration be authorized to proceed with the Public Notice process.                                                          Carried.***

A report dated April 8, 2014 from the Planner regarding Discretionary Use application DU06-2014 for a proposed Light Industrial Use (cabinet manufacturing) at 46 Myrtle Avenue was circulated for the consideration of Council.  Michael Eger, Planner was present in Council Chambers to speak to this report.

Manager of Engineering – Tender Results for Dracup Channel – Darlington Street East to York Road East

A report dated April 7, 2014 from the Manager of Engineering regarding the tender results for Dracup Channel – Darlington Street East to York Road East was circulated for the consideration of Council.  Josh Mickleborough, Manager of Engineering was present in Council Chambers to speak to this report.

Ungar Construction Company Ltd. in the amount of $2,243,950.00 exclusive of GST.  Furthermore, Engineering Services be authorized to enter into a contract with G. Ungar Construction Company Ltd. for the Base Work of the Dracup Avenue Channel Upgrades Project.
