Minutes of a Regular Council Meeting held on Monday, April 28, 2014 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Maloney, Councillors Arnelien, Fisher, Goulden, Pearen and Wilson

Absent: Councillor Wyatt

A quorum being present Mayor Maloney in the chair called the meeting to order at 5:00 p.m.

PUBLIC ACKNOWLEDGEMENTS

Councillor Goulden stated that on Friday in the Toronto airport, while returning from meetings in Atlantic Canada, she was joined by 32 students and 6 chaperones from the YRHS returning from their trip to Greece.  She expressed her thanks to the teachers, parents and chaperones.  The students were well behaved and wonderful ambassadors for the City of Yorkton; hats off to the students.

Proclamation – Scouts Canada – Emergency Preparedness Week – May 4-10, 2014

A letter dated April 11, 2014 from Scouts Canada regarding Emergency Preparedness Week was circulated for the consideration of Council.  Dean Rugland, Area Commissioner Good Spirit Area, Courtney Mathowski, Mike Kirby, Megan Kirby, Degren Rugland, Ethan Kirby and Drune Rugland, Yorkton Zion 8th Scouting Group were present in Council Chambers to speak to the request.

A letter dated April 3, 2014 from Rediscover Downtown regarding the downtown shopping area was circulated for the consideration of Council.  Terri Pedersen, on behalf of the group was present in Council Chambers to speak to the request.

RCMP – Bicycle License Fee

A report dated April 23, 2014 from Staff Sergeant Joe Milburn regarding Bicycle Safety Week and bicycle registration permits was circulated for the consideration of Council.  Kathy Ritchie, City Clerk was present in Council Chambers to speak to this report.

Director of Environmental Services – Spring Yard Waste Clean Up Week

A report dated April 22, 2014 from the Acting Director of Environmental Services regarding spring yard waste cleanup week was circulated for the consideration of Council.  Michael Buchholzer, Director of Environmental Services was present in Council Chambers to speak to this report.

That the week of May 12th to May 17th be declared Spring Yard Waste Clean Up Week with landfill entrance fees at the Sanitary Landfill waived for ‘winter debris’ for residents and schools of the City of Yorkton hauling in their residential yard refuse by car, van, sport utility vehicle, half-ton truck or single axle utility trailer.

A report dated April 22, 2014 from the Director of Planning and Engineering regarding a proposed subdivision within the RM of Orkney was circulated for the consideration of Council.  Gord Shaw, Director of Planning and Engineering was present in Council Chambers to speak to this report.
