June 9, 2014

Minutes of a Regular Council Meeting held on Monday, June 9, 2014 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Maloney, Councillors Arnelien, Fisher, Goulden, Pearen, Wilson and Wyatt

Staff Members Present:  Brant Hryhorczuk, Darcy McLeod, David Putz, Faisal Anwar, Gord Shaw, Josh Mickleborough, Kathy Ritchie, Lonnie Kaal, Michael Buchholzer and Michael Eger

A quorum being present Mayor Maloney in the chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

That the Regular Council Agenda be amended by adding the item Appointment of Faisal Anwar to Community Futures Ventures – Board of Directors under Reports of Commissions, Committees and Matters Referred, and the item Dracup Infrastructure Corridor – Crossing of York Road and Addition of Sanitary under Administrative Reports.

Further, by deleting one item Proclamation – Saskatchewan Brain Injury Association - Brain Injury Awareness Month – June 2014 under Hearing of Petitions, Public Notices and Presentations as the presenter is unable to attend this meeting.

PUBLIC ACKNOWLEDGEMENTS

Councillor Goulden attended the Yorkton Kinsmen and Kinettes District Convention held in Yorkton on the 6th of June.  The current and past president of Kin Canada attended the convention.  Ron Hanishewsky received a Life Time Membership, which is the highest award you can receive as a Kinsmen or Kinette.  On behalf of Council, Councillor Goulden congratulated Ron on receiving this award and thanked him for the work done.

Councillor Goulden also attended the celebration of life of Ruth Shaw on the 7th of June.  Ruth was a long time citizen of the City of Yorkton and she did phenomenal work here.  She passed away last December.  Ruth was the only surviving member of the Yorkton Film Festival from when it began in 1947.  To her family, thank you very much for allowing her to be a part of our city.

Councillor Fisher attended The Kidney Foundation “Give the Gift of Life” Fun Run and Walk on June 8th.   This event is held annually to raise awareness regarding the need for people to indicate on their driver’s license or other means, their willingness to be organ donors.

Mayor Maloney attended the 2nd Annual Pow Wow at the Yorkton Regional High School and brought greetings on behalf of the city.

Mayor Maloney also attended the Parkland College Graduation with approximately 350 students graduating on June 6th.  He congratulated the students, teachers and parents.  This is an exciting time for the students.

On the evening of June 6th Mayor Maloney also attended and took part in the annual D-Day Celebration Parade help by the Yorkton Legion.  The event was very well attended and it was nice to see so many joining the Legion in celebrating and honoring those veterans from the D-Day invasion.

Mayor Maloney also attended the Painted Hand Casino 14th Annual Pow Wow on June 7th and marched in the grand entry with them.

Josh Mickleborough entered council at 5:02 p.m.

Proclamation – Tourism Yorkton – “Tourism Week” – June 15-21, 2014

A letter dated May 15, 2014 from Tourism Yorkton was circulated for the consideration of Council.  Neil Thom, President of Tourism Yorkton was present in Council Chambers to give a brief presentation on the opportunity that Tourism Week provides to showcase our city.

Presentation – Relay for Life – Request for Exemption of Noise Bylaw No. 21/1999 – June 20, 2014

A request dated May 9, 2014 from the Yorkton Relay for Life Committee for an exemption to Noise Bylaw No. 21/1999 on June 20, 2014 was circulated for the consideration of Council.  Heather Maloney was present in Council Chambers to give a presentation.

Presentation – The Health Foundation of East Central Saskatchewan – Farming for Health Project

A letter dated April 10, 2014 from The Health Foundation of East Central Saskatchewan regarding their Farming for Health Project was circulated for the consideration of Council.  Cliff Tremblay was present in Council Chambers to give a brief presentation.

A memo dated May 23, 2014 from Yorkton Housing Committee regarding an Emergency Home Development by Yorkton Transitional Homes for Youth was circulated for the consideration of Council. Tom Seeley and Ron Skinner were present in Council Chambers to give a presentation.

A report dated June 2, 2014 from the Director of Environmental Services regarding agreements with out-of-city customers accessing the Sanitary Landfill was circulated for the consideration of Council.  Michael Buchholzer, Director of Environmental Services was present in Council Chambers to speak to this report.

That Administration be authorized to renew or enter into agreements with out-of-city customers - towns, villages, rural municipalities and businesses, that pick up out of city refuse and haul it to the City of Yorkton Sanitary Landfill for the balance of 2014, 2015 and 2016.

Furthermore, that there be an option that these agreements can be renewed for an additional two years with the consent of both parties as per the sample agreement attached to the council report.

Director of Environmental Services – Multi-Material Stewardship Western Inc. Funding Agreement

Planner – Discretionary Use Application DU05-2014 – Proposed Semi-Detached Dwelling at 548 Parkview Road

A report dated June 2, 2014 from the Planner regarding Discretionary Use Application DU05-2014 for a proposed semi-detached dwelling at 548 Parkview Road was circulated for the consideration of Council.  Michael Eger, Planner was present in Council Chambers to speak to this report.

Director of Planning and Engineering – Request from the Parkland College to amend Development Permit Approval DP03-2014

A report dated June 2, 2014 from the Director of Planning and Engineering regarding a request from the Parkland College to amend Development Permit Approval DP03-2014 was circulated for the consideration of Council.  Gord Shaw, Director of Planning and Engineering was present in Council Chambers to speak to this report.

That Development Permit Approval DP03-2014 be amended by adding condition number five whereby Parkland College shall enter into an agreement with the City of Yorkton that encompasses the deferral of planted items (trees and shrubs) and revises the surface treatment of the drive and parking areas from pavement to gravel for up to a maximum five year period. 

Furthermore, Planning Services be directed to engage legal services to prepare an agreement encompassing these matters with Parkland College being responsible for the cost to prepare and register same on title.

A report dated June 6, 2014 from the Manager of Engineering regarding Dracup Infrastructure Corridor – Crossing of York Road and Addition of Sanitary was circulated for the consideration of Council.  Josh Mickleborough, Manager of Engineering was present in Council Chambers to speak to this report.

Mayor Maloney passed the chair to Deputy Mayor Goulden at 6:13 p.m.

Furthermore, Engineering Services be directed to obtain pricing on the curb and paving portion of the work within a budget of $351,370.
