August 18 , 2014

Minutes of a Regular Council Meeting held on Monday, August 18, 2014 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Maloney, Councillors Arnelien, Fisher, Goulden, Pearen, Wilson and Wyatt

PUBLIC ACKNOWLEDGEMENTS

On August 8th Councillor Wyatt attended a golf tournament that was organized by a group of people involved in the trades (electricians, carpenters, plumbers) to raise money for the Parkland College Project - Trade Technology Centre.  They didn’t have a full slate, but had great support and reached well over half of their goal of $50,000.00.  He thanked all the businesses that supported the event and everyone who came out that day to golf.

Councillor Wyatt also will be attending the 2nd Annual Tee Off On Cancer Tournament on August 22nd.  Tee off time is 11:00 a.m. at Deer Park.  There is still an opening for one team, they have 35 registered and need 36.  A lot of businesses have supported the tournament, and they are looking to raise money for cancer chemotherapy treatment in Yorkton so people from this area won’t have to drive to Regina or Saskatoon for their chemo treatments.  Hopefully someone listening can find four people and can come out and join them on Friday.

Director of Planning and Engineering – Request for Engineering Services for Transportation and Drainage Networks

A report dated August 11, 2014 from the Director of Planning and Engineering regarding the transportation network and drainage network south of York Road and north of Smith Street was circulated for the consideration of Council.  Gord Shaw, Director of Planning and Engineering was present in Council Chambers to speak to this report.

That Engineering Services be approved to prepare a Request for Proposal to review the transportation network and drainage network that identifies future infrastructure improvements and costs related to the development of Par B, Plan 101440448 and expansion of surrounding businesses;  furthermore, that this study be funded from the Planning & Engineering Department’s Operations Budget to a maximum of $75,000.00 exclusive of GST; and furthermore, that Engineering Services is to return to City Council when an engineering company has been selected for approval to enter into an engineering services agreement.

Director of Planning and Engineering – Agreement to Defer Landscaping and Paving on the Parkland Regional College Site – Development Permit Approval DP03-2014

A report dated August 8, 2014 from the Director of Planning and Engineering regarding the landscaping and paving agreements with the Parkland Regional College was circulated for the consideration of Council.  Gord Shaw, Director of Planning and Engineering was present in Council Chambers to speak to this report.

That the Mayor and City Clerk be authorized to execute an agreement with the Parkland Regional College permitting the College to defer the landscape plan installation requirements and a revision of the site surfacing requirements of the drive and parking surfaces for the college campus at 273 Dracup Avenue North being Par Y, Plan AD4189; and furthermore, that Parkland Regional College be responsible for the City’s legal fees to prepare and register the agreement on title.

Councillor Pearen was invited back into the Council Chambers as the matter he had declared pecuniary interest in had been dealt with – 5:18 p.m.

Economic Development Officer – Rental Construction Incentive (RCI) Program

A report dated August 12, 2014 from the Economic Development Officer regarding the Rental Construction Incentive (RCI) Program was circulated for the consideration of Council.  Gord Shaw, Director of Planning and Engineering was present in Council Chambers to speak to this report.

(the property owner of 295 Bradbrooke Drive), plus interest, over a 5 year period.
