September 8 , 2014

Minutes of a Regular Council Meeting held on Monday, September 8, 2014 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Bob Maloney, Councillors Les Arnelien, Randy Goulden, Larry Pearen, James Wilson and Chris Wyatt

Regrets: Councillor Ross Fisher

PUBLIC ACKNOWLEDGEMENTS

Councillor Larry Pearen acknowledged the Yorkton Arts Council as very vibrant in the community of Yorkton.  They just recently celebrated their 40th anniversary.  Sunday evening Councillor Pearn and Goulden attended the “Tribute to Patsy Cline” held at the Anne Portnuff Theatre.  Devra Stiker, who grew up in Saltcoats, was the star of the show.  It is the 40th Anniversary of the Yorkton Arts Council.  Congratulations to the Arts Council on a wonderful production.

Mayor Maloney announced that the Yorkton Terriers season opener game takes place on September 20th and he encouraged Yorkton residents to go and support the Terriers.

A letter dated September 2, 2014 from Big Brothers Big Sisters of Yorkton and Area was circulated for the consideration of Council.  Irma Van De Bon, Executive Director was present in Council Chambers to speak to this request.

That the 2013 Draft Audited Financial Statements for the City of Yorkton and the Yorkton Municipal Airport Authority Inc. be adopted as presented; and furthermore the Mayor and Director of Finance be authorized to sign the representation letter; and furthermore as this will then meet the requirements of the Canadian auditing standards, the final 2013 Financial Statements be created and be herewith adopted.

Director of Planning and Engineering – Yorkton West Drainage City Wide Stormwater Model Report – Update

A report dated September 3, 2014 from the Director of Planning and Engineering regarding an update on the Yorkton West Drainage City Wide Stormwater Model Report was circulated for the consideration of Council.  Gord Shaw, Director of Planning and Engineering was present in Council Chambers to speak to this report.

That Engineering Services be directed to review the proposed phasing of drainage works improvements outlined in Attachments 1 and 4 of the Yorkton West Drainage City Wide Stormwater Model Report and prepare a long-term capital budget incorporating proposed infrastructure works for the next twenty years beginning in 2018, and furthermore that Engineering Services be authorized to proceed with the purchase of an additional six inch pump up to the amount of $65,000.00 inclusive of PST, with funding of this purchase from the Drainage Fund.

That we accept Recommendation No. C00039-2014 as contained in the Committee of the Whole Council Meeting Minutes of September 8, 2014 that the 2015 Capital Budget be adopted requiring funding from taxes of $5,698,045 including federal grants of $890,000 with debt payments of $1,800,045, allocation to reserves of $705,000 and total new capital projects of $13,293,960.
