September 22 , 2014

Minutes of a Regular Council Meeting held on Monday, September 22, 2014 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Bob Maloney, Councillors Les Arnelien, Randy Goulden, Ross Fisher and Larry Pearen

Regrets:  Councillors James Wilson and Chris Wyatt

Staff Members Present: Kathy Ritchie, Lonnie Kaal, Brant Hryhorczuk, Josh Mickleborough, Roy Lanaway, Shannon Bell, Trent Mandzuk,  and Chris Wentzell

Manager of Building Services - JJ Smith Mill Committee Update

A report dated September 22, 2014 from the Manager of Building Services regarding the JJ Smith Mill Committee Update was circulated for the consideration of Council.  Brant Hryhorczuk, Manager of Building Services was present in Council Chambers to speak to this report.

That the JJ Smith Mill Committee be given the opportunity to continue to work towards the restoration of the building in consultation with Building Services during each phase of the restoration in order to determine potential Building Permit requirements; and furthermore that the JJ Smith Mill Committee be instructed to report on their progress to City Council at a September 2015 council meeting and furthermore that Building Services continue to monitor the building for any signs of deterioration that could pose a potential safety concern.

Manager of Building Services – Discretionary Use DU08-2014 – Contractor Facility – Seventh Avenue South

A report dated September 16, 2014 from the Planner regarding Discretionary Use DU08-2014 application was circulated for the consideration of Council.  Brant Hryhorczuk, Manager of Building Services was present in Council Chambers to speak to this report.

That Administration be authorized to proceed with Public Notification for Discretionary Use application DU08-2014, which proposes a Contractor Facility at 71 Seventh Avenue South, legally described as Lot 6, Block M, Plan CG1523, and that the application be brought back to Council for its review and decision.

Manager of Building Services – Single Family Dwelling Relocation – 207 Myrtle Avenue

A report dated September 15, 2014 from the Manager of Building Services regarding a single family dwelling relocation at 207 Myrtle Avenue was circulated for the consideration of Council.  Brant Hryhorczuk, Manager of Building Services was present in Council Chambers to speak to this report.

That the Building Services department be authorized to issue a building permit to the property owner of 207 Myrtle Avenue to relocate a single unit dwelling from outside the city as their inspection indicates that it is in good condition and in general compliance with the National Building Code of Canada and the City of Yorkton Policy No. 10.160 providing a smoke detector is installed in the master bedroom and minor repairs to the exterior finishes are completed prior to occupancy.

Director of Human Resources – Meritorious Service Awards – 2015 SUMA Convention

A report dated September 17, 2014 from the Director of Human Resources regarding the SUMA Meritorious Awards was circulated for the consideration of Council.  Chris Wentzell, Director of Human Resources was present in Council Chambers to speak to this report.

That Council approve the recommendation to submit the one (1) employee’s name with twenty (20) years of service for the SUMA Meritorious Awards in February 2015, as follows:  Lonnie Kaal

Director of Public Works – New Christmas Decorations

A report dated August 15, 2014 from the Director of Public Works regarding the purchase of new Christmas decorations was circulated for the consideration of Council.  Trent Mandzuk, Director of Public Works was present in Council Chambers to speak to this report.

That Council approve the purchase of new Christmas decorations in 2014 to be funded from the 2015 capital budget by way of funds being withdrawn from reserves in 2014 and replenished in 2015.

A report dated September 16, 2014 from the Director of Finance regarding the 2014 Municipal Public Accounts was circulated for the consideration of Council.  Shannon Bell, Director of Finance was present in Council Chambers to speak to this report.
