October 6, 2014

Minutes of a Regular Council Meeting held on Monday, October 6, 2014 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Bob Maloney, Councillors Les Arnelien, Randy Goulden, Ross Fisher and Larry Pearen, and James Wilson

A quorum being present Mayor Maloney in the chair called the meeting to order at 5:00 p.m.

There were no petitioners present in Council Chambers to speak for or against proposed discretionary use DU08-2014, which proposes a Contractor Facility at 71 Seventh Avenue South, legally described as Lot 6, Block M, Plan CG1523.

Presentation – City of Yorkton Receives Two Marketing Canada Awards at the Economic Development Association Canada 2014 Conference

There was a short presentation regarding the City of Yorkton having received two Marketing Canada Awards at the Economic Development Association Canada 2014 Conference in Calgary in September.  Roy Lanaway, Communications Manager, was present in Council Chambers to speak to these awards.

Planner – Discretionary Use DU08-2014 – Contractor Facility – Seventh Avenue South

A report dated September 30, 2014 from the Planner regarding Discretionary Use Application DU08-2014 was circulated for the consideration of Council.  Michael Eger, Planner was present in Council Chambers to speak to this report.

That the JJ Smith Mill Committee be given the opportunity to continue to work towards the restoration of the building in consultation with Building Services during each phase of the restoration in order to determine potential Building Permit requirements; and furthermore that the JJ Smith Mill Committee be instructed to report on their progress to City Council at a September 2015 council meeting and furthermore that Building Services continue to monitor the building for any signs of deterioration that could pose a potential safety concern.

A report dated September 16, 2014 from the Planner regarding Discretionary Use DU08-2014 application was circulated for the consideration of Council.  Brant Hryhorczuk, Manager of Building Services was present in Council Chambers to speak to this report.

Director of Human Resources – City Hall Closure (Christmas 2014)

A report dated September 30, 2014 from the Director of Human Resources regarding the closure of City Hall on January 2, 2015 was circulated for the consideration of Council.  Lonnie Kaal, City Manager was present in Council Chambers to speak to this report.

That we accept Recommendation No. C00047-2014 as contained in the Committee of the Whole Council Meeting Minutes of October 6, 2014 that Administration re-tender janitorial services on an individual Facility basis for all City Facilities included in Part I of the Janitorial Service Provider tender; and further that the Waste Water Treatment Plant and the Water Treatment Plant that were the two facilities listed in Part 2 of the Janitorial Service Provider tender, be awarded to Service Master for a three-year term for a total of $51,480 plus taxes.
