REGULAR COUNCIL MEETING MINUTES
October 20, 2014

Minutes of a Regular Council Meeting held on Monday, October 20, 2014 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Bob Maloney, Councillors Les Arnelien, Randy Goulden, Larry Pearen, James Wilson, and Chris Wyatt

Absent:  Councillor Ross Fisher (Entered Council Chambers at 5:09 p.m.)

Staff Members Present:  Kathy Ritchie – City Clerk, Lonnie Kaal – City Manager, Gord Shaw – Director of Planning and Engineering

Recording: Teresa Miller - Executive Assistant

A quorum being present Mayor Maloney in the chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor James Wilson announced that on Sunday November 2, 2014, the Community Concert Choir and Band is playing at St. Andrew’s Parish.  The theme this year is a “Tribute to the Veterans”; tickets will be available at the door.  In addition, on November 20, 2014, the Big Band Christmas Concert is taking place at the Painted Hand Casino.  It is an evening concert that is showcasing some of the great talent in our community.

Proclamation – St. Mary’s School – “Anti-Bullying Week” – November 16 - 22, 2014

A letter dated October 16, 2014 from St. Mary’s School Community Council regarding Anti-Bullying Week was circulated for the consideration of Council.  Dominique (Holstein) Hayden, Chairperson was present in Council Chambers to speak to this request.

That Council authorize Mayor Bob Maloney to proclaim the week of November 16 - 22, 2014 as “Anti-Bullying Week” in the City of Yorkton, with a flag raising ceremony to take place on November 17, 2014 at 10:00 a.m. in City Hall Park.

Proclamation – Yorkton Chamber of Commerce / Yorkton Exhibition Association – “Agriculture Week” – November 3 – 9, 2014

A letter dated October 15, 2014 from Yorkton Chamber of Commerce / Yorkton Exhibition Association regarding Agriculture Week was circulated for the consideration of Council.  Juanita Polegi, Executive Director, Yorkton Chamber of Commerce was present in Council Chambers to speak to this request.

Presentation – Yorkton Regional Planning District – Initiative Update

An email dated October 16, 2014 from Tim Cheesman, regarding an update on the Yorkton Regional Planning District Initiative was circulated for the consideration of Council.  Tim Cheesman, Planning Consultant to Yorkton Regional Planning District was present in Council Chambers to give a presentation.

Presentation – Parkland College and East Central Research Foundation – Research Farm

An email dated October 16, 2014 from Gwen Machnee regarding the Parkland College and East Central Research Foundation Research Farm was circulated for the consideration of Council.  Gwen Machnee, Coordinator of University and Applied Research, Parkland College and Glenn Blakley, East Central Research Foundation Inc. were present in Council Chambers to give a presentation.
