REGULAR COUNCIL MEETING MINUTES
December 1, 2014

Minutes of a Regular Council Meeting held on Monday, December 1, 2014 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Bob Maloney, Councillors Les Arnelien, Ross Fisher, Randy Goulden, Larry Pearen, James Wilson and Chris Wyatt

Staff Members Present: Kathy Ritchie – City Clerk, Lonnie Kaal – City Manager, Shannon Bell – Director of Finance

A quorum being present Mayor Maloney in the chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

That the Regular Council Meeting Agenda be amended by deleting the titled presentation
Canadian Union of Postal Workers – Yorkton Local from Hearing of Petitions, Public Notices and Presentations as the presenter is unable to attend and have requested postponement to a future meeting.

PUBLIC ACKNOWLEDGEMENTS

Councillor Wilson acknowledged the 10th Annual Kinsmen Comedy Night held on Saturday November 22, 2014.  It was attended by 750 people.  The Kinsmen Club is primarily driven by volunteers, who do a tremendous amount of work in the community.  Councillor Wilson thanked them and all clubs for the good work they do in our community.

Councillor Arnelien, along with Councillor Fisher, attended the Grand Opening of the Integrated Primary Health Care Centre on November 27, 2014.  It is an impressive facility and concept that will improve the health care in our region.  It focuses on Woman’s Wellness and Chronic Diseases.  This is one of the first centers of its kind in Canada.  Congratulations to the Sunrise Health Region.

Councillor Arnelien also attended the Official Sod Turning for Fromm Manor on November 28, 2014.  Mayor Maloney and Councillor Fisher attended as well.  Fromm Manor is an 11 unit bachelor style assisted living facility for the community of Yorkton.  Funding of 70% capital assistance in the form of a forgivable loan amount of $1,162,064.00 was received from the Provincial and Federal Governments.  The building was named after Brian Fromm; Brian spent one term as the Mayor of the City of Yorkton from 1985 – 1988, he was a councillor from 1989 until his death in 2002 at the age of 46.   

Councillor Goulden attended the Santa Claus Parade on November 29th.  She thanked all those who helped organize and participated in the parade.  She thanked the businesses within the City who got involved with the spirit of Christmas and decorated.  She also extended thanks to the Public Works Department, who cleared the streets in time for the parade.  Hats off to everyone for the Santa Parade.

A report dated November 25, 2014 from the Planner regarding proposed Discretionary Use Application DU09-2014 was circulated for the consideration of Council.  Michael Eger, Planner was present in Council Chambers to speak to this report.

That Discretionary Use application DU09-2014, which proposes an Automotive Maintenance use at 25 Myrtle Avenue, legally described as Lot 17, Block 2, Plan 33277, be approved, and that the Development Officer be authorized to issue a Development Permit, subject to the following conditions:
  a.That a decorative fence be constructed in the rear yard to visually screen any on-site storage; and
  b.That a direct access be provided from the subject property to therear lane.

That Planning Services advises the Ministry of Government Relations the city has no objections to approving subdivision application R1146-14R within the W ½ 18-26-4-W2 in the RM of Orkney No. 244 as it is not likely to impact its operations or long-term planning.

Director of Public Works – York Lake Road – Letter of Request from the York Lake Regional Park Authority

A report dated November 24, 2014 from the Director of Public Works regarding upgrading of the York Lake Road was circulated for the consideration of Council.  Trent Mandzuk, Director of Public Works was present in Council Chambers to speak to this report.

That as a result of comparing the current road maintenance level of service along York Lake Road, with similar roads within the City of Yorkton and finding that the levels currently exceed the standard, that the present levels of service at the named location, remain as is at this time.

Mayor Maloney had passed the Chair to Deputy Mayor Pearen from 5:36 – 5:37 pm in order to speak on the above noted item prior to it being voted on.

Director of Public Works – 2015 Janitorial Service Agreement
