REGULAR COUNCIL MEETING MINUTES
December 15, 2014

Minutes of the Regular Council Meeting held on Monday, December 15, 2014 in City Hall Council Chambers.

Present: Mayor Bob Maloney, Councillors Ross Fisher, Randy Goulden, Larry Pearen, James Wilson, and Chris Wyatt

Regrets: Councillor Les Arnelien

Staff Members Present: Kathy Ritchie – City Clerk, Lonnie Kaal – City Manager, Shannon Bell – Director of Finance

A quorum being present Mayor Bob Maloney in the chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Goulden acknowledged the Grand Slam of Curling that just took place in Yorkton this past week. She expressed her appreciation for those involved in the event. Yorkton was the place to b to watch curling. Our hats off to Jerry Adams and his team of volunteers with the Yorkton Curling Club, everyone associated with the Gallagher Centre, all the sponsors, all the visitors and residents of our city who enjoyed the wonderful curling. It really placed Yorkton, across the nation, as the place to be this past week.

Councillor Pearen attended a Violence Awareness event in Yorkton with a candle lighting service held last Friday at Dr. Brass School. Rachel Ashley was the guest speaker and delivered an excellent message. Councillor Pearen expressed his gratitude to her for doing a great job and to the organizers of the event.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Presentation - YBID - Cheque Presentation - Street Lighting Final Payment

A letter dated November 26, 2014 from Yorkton Business Improvement District (YBID) regarding the final payment of their one million dollar commitment to assist in the street lighting in the YBID district was circulated for the consideration of Council. Ken Kohlert, YBID Chair was present in Council Chambers to make the cheque presentation.

Mayor Maloney passed the chair to Deputy Mayor Pearen from 5:05 – 5:06 p.m. in order to speak on the above noted item prior to it being voted on.

Presentation – Yorkton Sno-Riders – 2015 Provincial Snowmobile Festival and Proclamation Request – “Yorkton Sno-Riders Month” – February 2015

A letter dated December 12, 2014 from Yorkton Sno-Riders regarding a temporary change to the snowmobile route within the city to access St. Mary’s Cultural Centre on February 28, 2015 during the 2015 Provincial Snowmobile Festival and Yorkton Sno-Riders Month proclamation was circulated for the consideration of Council. Jason Popowich, Club President was present in Council Chambers to speak to this request.

That Council approve the temporary change to the snowmobile route as outlined in the map provided by the Yorkton Sno-Riders, to access St. Mary’s Cultural Centre on February 28, 2015 between the hours of 8:00 a.m. to 10:00 a.m. during the 2015 Provincial Snowmobile Festival and further that Council authorize Mayor Bob Maloney to proclaim the month of February 2015 as “Yorkton Sno-Riders Month” in the City of Yorkton..
