January 12, 2015

Minutes of a Regular Council Meeting held on Monday, January 12, 2015 in Council Chambers City Hall commencing at 5:00 p.m.

Present: Mayor Bob Maloney, Councillors Les Arnelien, Ross Fisher, Randy Goulden, Larry Pearen, James Wilson and Chris Wyatt

Staff Members Present: Kathy Ritchie - City Clerk, Lonnie Kaal - City Manager, Gord Shaw - Director of Planning and Engineering

Recording: Maureen Currie - Assistant City Clerk

A quorum being present Mayor Maloney in the chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Goulden on behalf of the Mayor, Council and Administration wished all the residents of Yorkton celebrating with the Julian calendar, Merry Christmas and a Happy New Year.

Presentation – Tourism Yorkton – 2014 Report

A letter dated December 22, 2014 from Tourism Yorkton regarding their 2014 Tourism Report was circulated for the consideration of Council. Neil Thom, Tourism Yorkton President was present in Council Chambers to give a presentation.

Councillor Randy Goulden was invited back into the Council Chambers as the matter she had declared a conflict of interest in had been dealt with - 5:05 p.m.

Presentation – Canadian Union of Postal Workers – Yorkton Local 860 – Canada Post Five Point Plan

A letter dated January 7, 2015 from the Canadian Union of Postal Workers – Yorkton Local 860 regarding Canada Post’s Five Point Plan and the loss of door to door mail delivery, was circulated for the consideration of Council. Gord Fischer, National Director, Prairie Region was present in Council Chambers to give a presentation.

Kael Dolejsi, USW Local 5917 President, on behalf of the International United Steel Workers was present in Council Chambers to give a presentation.

Director of Planning and Engineering – Proposed Subdivision in the NW ¼ Sec. 25-26-4-W2 [RM of Orkney No. 244]

A report dated January 5, 2015 from the Director of Planning and Engineering regarding a proposed subdivision in the NW ¼ Sec.25-26-4-W2 [RM of Orkney No. 244] was circulated for the consideration of Council. Gord Shaw, Director of Planning and Engineering was present in Council Chambers to speak to this report.

That Council authorize Planning and Engineering to contact Community Planning - Ministry of Government Relations to advise them that the City of Yorkton has no objections to subdivision application R1214-14R, being a subdivision of an existing residential yard site within the NW ¼ Sec. 25-26-4-W2, as it should not affect the long-term planning or current operations of the City of Yorkton.

That we accept Recommendation No. C00002-2015 as contained in the Committee of the Whole Council Meeting Minutes of January 12, 2015 that Council approve the ‘Leasing of City Owned Lands’ Policy No. 10.230, effective May 1, 2015.

That we accept Recommendation No. C00003-2015 as contained in the Committee of the Whole Council Meeting Minutes of January 12, 2015 that Council approve the donation of Pt. S.W. 26-25-4-W2 (100 acres), Parcels A and C, Plan 101440077 (29.46 acres and 29.14 acres respectively) to the Parkland Regional College for use as an Agricultural Research project, with the condition that the City of Yorkton is acknowledged in any advertisement regarding the lands being used for Agricultural Research, for a term of three years 2015-2017 and a lease agreement be entered into that also includes other applicable conditions as set out in the Leasing of City Owned Lands – Policy No. 10.230 as approved on January 12, 2015.

Councillor Fisher declared a conflict of interest in the next Committee of the Whole recommendation to be discussed and vacated the Council Chambers - 5:57 p.m.

That we accept Recommendation No. C00004-2015 as contained in the Committee of the Whole Council Meeting Minutes of January 12, 2015 that Council approve the donation of Pt. N.E. 26-25-4-W2 (149.88 acres), Pt. N.W. 26-25-4-W2 (155.23 acres), Pt. N.W. 11-26-4-W2 (90.96 acres), Pt. N.W. 10-26-4-W2 (119.35 acres), Pt. N.E. 10-26-4-W2 (107.81 acres), Pt. S.E. 10-26-4-W2 (41 acres), and Pt. N.E. 9-26-4-W2 (131.1 acres), to the Health Foundation of East Central Saskatchewan Inc. towards the ‘Farming for Health’ fundraiser, with the condition that all revenue generated from the land donated is designated as a contribution on behalf of the City of Yorkton towards the new Regional Health Facility and a lease agreement be entered into that also includes other applicable conditions as set out in the Leasing of City Owned Lands – Policy No. 10.230 as approved on January 12, 2015.
