January 26, 2015

Minutes of the Regular Council Meeting held on Monday, January 26, 2015 in City Hall Council Chambers.

Present: Mayor Bob Maloney, Councillors Les Arnelien, Ross Fisher, Randy Goulden, Larry Pearen, James Wilson, and Chris Wyatt

Staff Members Present: Kathy Ritchie - City Clerk, Lonnie Kaal - City Manager, Gord Shaw - Director of Planning and Engineering, Shannon Bell -Director of Finance

Recording: Maureen Currie - Assistant City Clerk

A quorum being present Mayor Bob Maloney in the chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Goulden stated that this afternoon there was a media conference held with an announcement of a very major event coming to Yorkton February 22nd to 28th and March 1st, which is the Sask Snowmobile Association Provincial Festival. Hats off to the Snowriders Club who are celebrating their 25th Anniversary this year and what better way than to host over 300 riders who will be coming into the City to stay in our accommodations and take part in the services of our food and beverage industry. Thank you very much to the two chair people, Kathy Mooney and Jolene Kindiak for taking on this leadership role and to the Yorkton Sno Riders, and we look forward to Yorkton being the snowmobile capital by the end of February.

Mayor Maloney acknowledged and welcomed the City of Yorkton’s new Economic Development Officer, Samuel Twumasi.

Director of Community Development, Parks and Recreation – 2015 Deer Park Fees and Charges

A report dated January 19, 2015 from the Director of Community Development, Parks and Recreation regarding the 2015 Deer Park Fees and Charges was circulated for the consideration of Council. Darcy McLeod, Director of Community Development, Parks and Recreation was present in Council Chambers to speak to this report.

Appendix “B” attached hereto.***

That an amendment be made to the 2015 Deer Park Fees and Charges
as follows:
all Junior Fees be set at $100.00 per year and all Junior Green
Fees be set at $7.50 for 9-holes and $10.00 for 18-holes.
Councillor Arnelien opposed.

Appendix “B” attached hereto, with an amendment as follows, that all Junior
Fees be set at $100.00 per year and all Junior Green Fees be set at $7.50 for

Director of Planning and Engineering – Building Canada Fund Application –
Integrated Commercial Transportation Project

A report dated January 21, 2015 from the Director of Planning and Engineering regarding the Building Canada Fund Application for the Integrated Commercial Transportation Project was circulated for the consideration of Council. Gord Shaw, Director of Planning and Engineering was present in Council Chambers to speak to this report.

That it be resolved that Council supports the application for a Provincial-Territorial Infrastructure Component (PTIC) grant for Highways and Major Roads Infrastructure for the Integrated Commercial Transportation Project (ICTP) from the New Building Canada Fund, and Council agrees to meet legislated standards, to meet the terms and conditions of the PTIC program, to conduct an open tendering process, to manage the construction of the project, to fund the municipal share of the construction cost, to fund ongoing operation and maintenance costs, and to follow any mitigation measures as required by the Canadian Environmental Assessment Act and The Environmental Assessment Act (Saskatchewan).

A report dated January 22, 2015 from the Director of Public Works regarding the Building Canada Fund Application for the Broadway Street Improvements was circulated for the consideration of Council. Trent Mandzuk, Director of Public Works was present in Council Chambers to speak to this report.

That we accept Recommendation No. C00007-2015 as contained in the Committee of the Whole Council Meeting Minutes of January 26, 2015 that Council deny the request of the property owners of Lot 11, Block A, Plan 99Y01138 for a 2014 tax reduction and to waive the penalties and to reduce the taxes for 2015 going forward, as this would be a deviation from the current policies that apply to all other properties within the City.
