REGULAR COUNCIL MEETING MINUTES
March 9, 2015

Minutes of the Regular Council Meeting held on Monday, March 9, 2015 in City Hall Council Chambers.

Present:  Mayor Bob Maloney, Councillors Ross Fisher, Randy Goulden, Larry Pearen and James Wilson

Regrets:  Councillors Les Arnelien and Chris Wyatt

Staff Members Present:  Kathy Ritchie - City Clerk, Lonnie Kaal - City Manager, Shannon Bell - Director of Finance, Gord Shaw - Director of Planning and Engineering

A quorum being present Mayor Bob Maloney in the chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Pearen acknowledged the 39th Telemiracle held this past weekend with the Kinsmen and Kinettes being very involved in the event.  There was 4.3 plus million dollars raised.  Sad to see Bob McGrath sign off after 38 years.  He congratulates the Kinsmen and Kinettes for their hard work in our community.

Councillor Goulden acknowledged that the Sno-Riders Snowmobile Club and Saskatchewan Snowmobile Association hosted a fantastic event on February 27th to March 1st, being the annual Provincial Festival.  Councillor Goulden, the Mayor and the City Manager attended some of the events.  There were snowmobilers from across western Canada, some as far away as Thompson and Flin Flon, Manitoba who actually rode their machines all the way to Yorkton.  It was a fabulous event held in our city, and also was fascinating to see our old Christmas decorations and trees being recycled and used at the event.  Hats off to everyone involved with those clubs, it was a wonderful event.

Mayor Maloney attended the International Women’s Day, celebrated this past weekend.  Shelwin House and the Canadian Federation of University Women held a dinner at St. Mary’s.  Elizabeth Popowich, a former Yorkton resident who is now with the Regina Police Service delivered the keynote speech at the event.

Mayor Maloney shared some sad news; Janice Mehling, a long time City employee was laid to rest today.  Janice worked for residents of Yorkton for 38 years as the City’s Payroll Administrator at City Hall.  Condolences to her husband Clifford, and daughters Dawn and Janelle on their loss.

There were no petitioners present in Council Chambers to speak for or against proposed Bylaw No. 3/2015, an amendment to Zoning Bylaw No. 14/2003 which removes the Future Development Overlay on Block B, Plan 101440448 in NW 3-26-4-W2.

A report dated March 2, 2015 regarding an amendment to Zoning Bylaw No. 14/2003 was circulated for the consideration of Council. Michael Eger, Planner was present in Council Chambers to speak to this report.
