REGULAR COUNCIL MEETING MINUTES
April 13, 2015
Minutes of the Regular Council Meeting held on Monday, April 13, 2015 in City Hall Council Chambers.
Present: : Mayor Bob Maloney, Councillors Les Arnelien, Ross Fisher, Randy Goulden, Larry Pearen, James Wilson and Chris Wyatt
Staff Members Present: Lonnie Kaal - City Manager, Shannon Bell - Director of Finance, Maureen Currie - Assistant City Clerk, Gord Shaw - Director of Planning and Engineering
Recording: Jessica Matsalla - Executive Administrative Assistant
A quorum being present Mayor Bob Maloney in the chair called the meeting to order at 5:00 p.m.
APPROVAL OF AGENDA
That the Regular Council Meeting Agenda and Committee of the Whole Council Meeting Agenda be approved as presented.
Councillor Goulden acknowledged that Yorkton was the host to the Annual Spring Expo this past week and many visitors to the city and the residents got to enjoy some of the things that bring in spring and summer to the area. Hats off to the organizers, the Yorkton Exhibition Association and the Yorkton Lions Club, a great job was done by all the volunteers in those organizations. This weekend the City is also hosting the Parkland Outdoor Show, so something else to do in Yorkton this weekend.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS
Mayor's Poetry City Challenge 2015
Information received March 21, 2015 from the League of Canadian Poets regarding National Poetry Month and the Mayor’s Poetry City Challenge 2015 was circulated for the consideration of Council. Micaela Johnson and Nicole Hedley, both students of the Yorkton Regional High School were present in Council Chambers to each read two pieces of their poetry.
That the poems entitled “Blankets” and “Rituals” by Micaela Johnson and “Clouds” and “Bitterness” by Nicole Hedley in regards to the Mayor’s Poetry City Challenge 2015 be received and filed as presented.

Yorkton Public Library Board Meeting Minutes – February 24, 2015
That the Yorkton Public Library Board Meeting Minutes of February 24, 2015 be received and filed as presented.
Proclamation Request - Yorkton and Area NAOSH Committee - "NAOSH Week" - May 3-9, 2015
That Council authorize Mayor Bob Maloney to proclaim the week of May 3-9, 2015 as “NAOSH Week” in the City of Yorkton and arrangements be made for a flag raising ceremony.
That Council receive and file the following correspondence:
- Minister of Government Relations – 2015 Potential Education Mill Rates
- City Wide Account Write-off’s for 2014
- Fire Department – Monthly Reports
- January 2015
- February 2015
- March 2015
INTRODUCTION OF BYLAWS
Bylaw No. 6/2015 - Amendment to Building Bylaw No. 16/2012
A report dated April 7, 2015 regarding an amendment to Building Bylaw No. 16/2012 was circulated for the consideration of Council. Jeff Fawcett, Building Inspector and Trevor Morrissey, Fire Chief were present in Council Chambers to speak to this report.
That Bylaw No. 6/2015, A Bylaw of the City of Yorkton in the Province of Saskatchewan to amend Bylaw No. 16/2012, a Bylaw to Establish the Issuance of Building Permits and to Provide for Fees Thereof be given first reading, and further that Administration be authorized to proceed with the Public Notice process.
Director of Environmental Services - Spring Yard Waste Clean Up Week
A report dated April 2, 2015 regarding spring yard waste clean up week was circulated for the consideration of Council. Michael Buchholzer, Director of Environmental Services was present in Council Chambers to speak to this report.
That the week of May 11-16, 2015 be declared Spring Yard Waste Clean Up Week with landfill entrance fees at the Sanitary Landfill waived for winter debris for residents and schools of the City of Yorkton hauling in their yard refuse by car, van, sport utility vehicle, half-ton truck or single axle utility trailer.
Director of Finance - 2014 Year End
A report dated April 8, 2015 from the Director of Finance regarding the 2014 Year End was circulated for the consideration of Council. Shannon Bell, Director of Finance was present in Council Chambers to speak to this report.
That Council approve the 2014 additional transfers to reserves which include; $30,000 to a Finance reserve, $20,000 to a Building Services reserve, $6,000 to the Rainy Day reserve, $200,000 to a Snow Removal reserve and $250,000 to a Roads Network reserve.
