April 27, 2015

 

Minutes of the Regular Council Meeting held on Monday, April 27, 2015 in City Hall Council Chambers.

Present: : Mayor Bob Maloney, Councillors Les Arnelien, Ross Fisher, Randy Goulden, Larry Pearen, James Wilson and Chris Wyatt

Staff Members Present: Lonnie Kaal - City Manager, Kathy Ritchie - City Clerk, Amber Matechuk – City Controller

A quorum being present Mayor Bob Maloney in the chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

That the Regular Council Meeting Agenda and Committee of the Whole Council Meeting Agenda be approved as presented.

PUBLIC ACKNOWLEDGEMENTS

Councillor Goulden acknowledged that another successful football evening was held on the weekend at St. Mary’s Cultural Centre. The volunteers did an incredible job raising funds for the new football facility at the Yorkton Regional High School.

Mayor Maloney and Councillor Arnelien attended the Saskatchewan Country Music Association Awards on the weekend. Among the local artists that were nominated for awards were Jackie Guy and Samara Yung. Tera Maguire and Murray Young as well as GX94 were winners of awards. Also, Jess Moskaluke from a neighbouring community was the winner of several awards. Congratulations to all the winners as well as to the organizers of the event.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Public Notice – Proposed Bylaw No. 6/2015 – Amendment to Building Bylaw No. 16/2012

There were no petitioners present in Council Chambers to speak for or against proposed Bylaw No. 6/2015, being an amendment to Building Bylaw No. 16/2012 which allows for the issuance of building permits and fees thereof.

Proclamation Request – CDPR Department – “Emergency Preparedness Week” – May 3-9, 2015

A report dated April 20, 2015 from Community Development, Parks and Recreation regarding the proclamation of Emergency Preparedness Week May 3-9, 2015 was circulated for the consideration of Council. Lisa Washington - Community Development Manager was present in Council Chambers to speak to this request.

That Council authorize Mayor Bob Maloney to proclaim May 3-9, 2015 as “Emergency Preparedness Week” in the City of Yorkton and furthermore, that residents be encouraged to learn about the risks, make a plan and get an emergency kit.

A report dated April 21, 2015 from the Director of Planning and Engineering regarding a subdivision application in the RM of Orkney - NW ¼ Sec. 21-25-4-W2M was circulated for the consideration of Council. In the absence of the Director of Planning and Engineering, Michael Eger - Planner was present in Council Chambers to present this report.

That Planning Services be authorized to advise Community Planning that application RO148-14R, to subdivide portions of the NW ¼ Sec. 21-25-4-W2M within the RM of Orkney, may be approved subject to rezoning of the subject areas to the proper zoning district; and that a buffer of 13 to 15 m is established for those areas in contact with York Lake in the form of environmental reserve.

Director of Planning and Engineering – Participation in a Regional Transportation Study with the Ministry of Highways & Infrastructure

In the absence of the Director of Planning and Engineering, Lonnie Kaal - City Manager was present in Council Chambers to speak to this report.
