REGULAR COUNCIL MEETING MINUTES
May 25, 2015

Minutes of the Regular Council Meeting held on Monday, May 25, 2015 in City Hall Council Chambers.

Present:  Mayor Bob Maloney, Councillors Ross Fisher, Randy Goulden, Larry Pearen and Chris Wyatt

Regrets:  Councillors Les Arnelien and James Wilson

Staff Members Present: Gord Shaw - Acting City Manager, Kathy Ritchie - City Clerk

A quorum being present Mayor Bob Maloney in the chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA(S)

That the Regular Council Meeting Agenda and Committee of the Whole Council Meeting Agenda be approved as presented.

PUBLIC ACKNOWLEDGEMENTS

Councillor Pearen mentioned that Parkland College holds an annual golf tournament at Deer Park, ‘Dollars for Scholars’. The tournament raises $30,000 to $40,000 which is matched by the Government, for scholarships for entry level students and students in programs. To date they have raised close to $150,000. The tournament will be held on June 19th, 2015 and he encourages everyone to sign up for this wonderful event.

Mayor Maloney commended the organizers of the Yorkton Film Festival. The Executive Director is Councillor Randy Goulden and he congratulated the group on hosting the 68th Film Festival this past week. Film makers attended from as far away as Beirut and Japan. There were some terrific events during the festival, such as the screenings and the ‘Lobsterfest’ which the local Lions Club helped put on. He congratulated the group for hosting such a tremendous event once again.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Proclamation Request –Yorkton Canadian Tire Jumpstart Chapter – “Canadian Tire Jumpstart Day” - May 30, 2015 and “Canadian Tire Jumpstart Month” - June 2015

A letter dated May 20, 2015 from the Yorkton Canadian Tire Jumpstart Chapter regarding the proclamation of May 30, 2015 as “Canadian Tire Jumpstart Day” and June 2015 as “Canadian Tire Jumpstart Month” was circulated for the consideration of Council. Irma Van De Bon-Nicol - Chairperson was present in Council Chambers to speak to this request.

That Council authorize Mayor Bob Maloney to proclaim May 30, 2015 as “Canadian Tire Jumpstart Day” and the month of June 2015 as “Canadian Tire Jumpstart Month” in the City of Yorkton and a flag raising ceremony be held at City Hall Park with the Canadian Tire Jumpstart flag to be flown during the month of June 2015.

Proclamation Request – CDPR Department – “June is Recreation and Parks Month”- June 2015

A report dated May 19, 2015 from the CDPR Department regarding the proclamation of June 2015 as “June is Recreation and Parks Month” was circulated for the consideration of Council. Taylor Morrison - Recreation Services Coordinator was present in Council Chambers to speak to this request.

That Council authorize Mayor Bob Maloney to proclaim June 2015 as “June is Recreation and Parks Month” in the City of Yorkton and that during the month of June the ‘June is Recreation and Parks Month’ flag be flown at City Hall Park; and furthermore, that residents be encouraged to participate in and enjoy the many benefits that recreation and parks have to offer.

Planner -Subdivision Application SD14-2014 – Parcel B, Plan 101440448

A report dated May 19, 2015 regarding Subdivision Application SD14-2014 was circulated for the consideration of Council. In the absence of Michael Eger – Planner, Gord Shaw – Director of Planning and Engineering was present in Council Chambers to speak to this report.

That application SD14-2014, which proposes to subdivide lands legally described as Block B, Plan 101440448 in Pt. NW 3-26-4-W2, be approved, and that the Mayor and City Clerk be authorized to execute the Plan of Proposed Subdivision and issue a Certificate of Approval on the following conditions:
a. That a Servicing Agreement be entered into by the Applicant/Owner and the City of Yorkton; and
b. That the north/south access road be named and legally registered as Fitchner Road.

Director of Planning and Engineering – Servicing Agreement for Pattison Lands – Parcel B, Plan 101440448

A report dated May 19, 2015 regarding a Servicing Agreement for Pattison Lands was circulated for the consideration of Council. Gord Shaw - Director of Planning and Engineering was present in Council Chambers to speak to this report.

That a servicing agreement between the City of Yorkton and Jim Pattison Developments Ltd. be approved for the development of the Maple Farm Equipment Dealership and other miscellaneous works to be located within Parcel B, Plan 101440448 within the NW ¼ Section 3-26-4-W2M; and furthermore, the Mayor and City Clerk be authorized to execute the agreement as proposed by Planning Services on behalf of the City.
