REGULAR COUNCIL MEETING MINUTES
June 22, 2015

Minutes of the Regular Council Meeting held on Monday, June 22, 2015 in City Hall Council Chambers.

Present: Mayor Bob Maloney, Councillors Les Arnelien, Ross Fisher, Randy Goulden, Larry Pearen, James Wilson and Chris Wyatt

Staff Members Present: Lonnie Kaal - City Manager, Kathy Ritchie - City Clerk, Gord Shaw - Director of Planning and Engineering, Shannon Bell - Director of Finance

A quorum being present Mayor Bob Maloney in the chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA(S)

PUBLIC ACKNOWLEDGEMENTS

Councillor Goulden welcomed and introduced representatives from SUMA (Saskatchewan Urban Municipalities Association), Sean McEachern - Director of Policy and Communications, Steven Dribnenki - Policy and Legal Advisor, Sean McKenzie – Senior Policy Advisor, Tiffany Wolf - Communications Advisor and Makenzie MacKay - Policy Research Assistant, who were visiting and touring the City Facilities and meeting with City Administration staff.

Councillor Goulden congratulated volunteer Rick Bilous who last week was named Outstanding Snowmobiler by the Canadian Council of Snowmobile Organizations. Rick has been involved with the Yorkton Sno-Riders since 1969, and logs approximately 3,000 km a year on his snowmobile. He was instrumental in developing the routes to bring the snowmobilers into the city by working with the Department of Highways, the Highway Traffic Board and the City of Yorkton to design the trails.

Councillor Pearen acknowledged that last Friday was the 10th Anniversary of the Dollars for Scholars Golf Tournament. There were over 140 golfers in attendance this year. The dollars raised, are matched by the Provincial Government. Many of the students that participated, will be attending the Trades and Technology Centre this fall.

Presentation - Government of Saskatchewan – Ministry of Justice – Whitespruce Provincial Training Centre

A letter dated June 5, 2015 from the Ministry of Justice regarding opening of the Whitespruce Provincial Training Centre was circulated for the consideration of Council. Twila Mund - Director of Operations and Connie Lehky - Director, were present in Council Chambers to speak to this item.

A request received June 18, 2015 from Carla Lammers that Council review their plan regarding ice facilities in the City of Yorkton was circulated for the consideration of Council. Carla Lammers was present in Council Chambers to speak to this request.

INTRODUCTION OF BYLAWS

Bylaw No. 10/2015 - Amendment to Zoning Bylaw No. 14/2003 - Rezone 53 Lawrence Avenue from R-1 to R-3 (Contract Zone)[1st Reading]

A report dated June 17, 2015 from the Planner regarding an amendment to Zoning Bylaw No. 14/2003, to rezone 53 Lawrence Avenue from R-1 to R-3 (Contract Zone) was circulated for the consideration of Council. Michael Eger - Planner, was present in Council Chambers to present this report.

That Bylaw No. 10/2015, a bylaw of the City of Yorkton in the Province of Saskatchewan to amend Zoning Bylaw No. 14/2003 by rezoning Lot 16, Block 2, Plan 101973023, civically known as 53 Lawrence Avenue, from R-1 General Residential to R-3 Medium Density Residential (Contract Zone) be given first reading this 22nd day of June A.D. 2015, and that Administration be authorized to proceed with the Public Notice process.

Director of Finance - 2014 Financial Statements
