July 13, 2015

 

Minutes of the Regular Council Meeting held on Monday, July 13, 2015 in City Hall Council Chambers.

Present: Mayor Bob Maloney, Councillors Ross Fisher, Randy Goulden, Larry Pearen, James Wilson and Chris Wyatt

Regrets: Councillor Les Arnelien

A quorum being present Mayor Bob Maloney in the chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA(S)

PUBLIC ACKNOWLEDGEMENTS

Councillor Goulden acknowledged that it has been a busy summer thus far in July, and extended many thanks and appreciation from the Mayor and Council for all the hard work put in by groups and organizations, sponsors and volunteers who were involved. This summer, events that have been held are the Canada Day celebration at the Western Development Museum, Yorkton Exhibition with full houses at both nights of the R.C.M.P. Musical Ride, car shows, and looking forward to truck and tractor pulls, along with many more ball tournaments. She thanked everyone for a job well done.
Councillor Wyatt acknowledged that Yorkton and Melville co-hosted the largest ‘35+ Baseball Tournament,’ seeing 29 teams (3 from Yorkton) fill all four diamonds in both cities. Yorkton and Melville WMBL teams did a great job helping the tournament as they ran the beer gardens and took care of the scorekeeping. Regina Drifters defeated Yorkton Orioles 7-6 in the final, however due to Regina having an illegal player, Yorkton Orioles took the win by default and held on to their 35-0 Provincial Championship title. A good time was had by all.

Public Notice –Proposed Bylaw No. 10/2015 - Amendment to Zoning Bylaw No. 14/2003 – Rezone 53 Lawrence Avenue from R-1 to R-3 (Contract Zone)

There was one petitioner - Bill Putland, present in Council Chambers to speak against. Written correspondence against was received from Nestor Mykytyshyn that was included in the Council package.

Mayor Maloney passed the Chair to Deputy Mayor Wyatt - 5:05 p.m.

Director of Community Development, Parks and Recreation – Cemetery Expansion Project Tender Award

Wilson Construction in the amount of $506,927.00 (excluding GST); and furthermore, that Administration be authorized to enter into a contract with S. Wilson Construction for the required water and sewer connection for a future building at the Cemetery, at an estimated cost of $50,000.00.

That we accept Recommendation No. C0019-2015 as contained in the Committee of the Whole Council Meeting Minutes of July 13, 2015 to approve the request for a proposed 80 metre telecommunication tower for construction on lands that the City will lease to the applicant, namely a portion of Parcel 11, Plan 99Y07581, civically known as 148 Thompson Avenue, as per Attachment 2, subject to the following:
a. The Applicant obtain Industry Canada approval;
b. The Economic Development Officer be authorized to negotiate the final term and financial compensation of the lease agreement; and
c. The Mayor and City Clerk be authorized to execute the lease agreement.
Carried.***

Councillor Wilson was invited back into the Council Chambers as the matter he had declared a pecuniary interest in had been dealt with - 6:46 p.m.

That we accept Recommendation No. C0020-2015 as contained in the Committee of the Whole Council Meeting Minutes of July 13, 2015 to approve an extension to the Acadia Paving Ltd. contract to complete roadway improvements on Dracup Avenue North ($2,184,000), a round-about at the Dracup/Darlington intersection ($966,000) and Dracup Avenue South ($1,752,400) for a total cost of $4,902,400; and further that, a budget for underground infrastructure works for Dracup Avenue North $2,212,500 and Dracup Avenue South $4,225,000 for a total of $6,437,500 be approved with work to commence immediately on Dracup Avenue North, and tenders to be brought back to Council for Dracup Avenue South.
