Minutes of the Regular Council Meeting held on Monday, August 24, 2015 in City Hall Council Chambers.

Present: Mayor Bob Maloney, Councillors Les Arnelien, Randy Goulden, Larry Pearen and James Wilson

Regrets: Councillors Ross Fisher and Chris Wyatt

Staff Members Present: Lonnie Kaal - City Manager, Kathy Ritchie - City Clerk, Shannon Bell - Director of Finance, Gord Shaw - Director of Planning and Engineering

A quorum being present Mayor Bob Maloney in the chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA(S)

PUBLIC ACKNOWLEDGEMENTS

Councillor Goulden stated that many comments have been received at the Information Centre regarding how beautiful the City of Yorkton is. She commended the Community Development, Parks and Recreation Department and their staff, the business owners and the residents for all the fabulous flowers throughout the City. They make the city so welcoming and pretty to drive through.

Councillor Goulden declared a conflict of interest in the next matter to be discussed and vacated the Council Chambers – 5:01 p.m.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Presentation – Yorkton Film Festival – Sponsorship Fulfillment Package

A letter received August 18, 2015 from the Yorkton Film Festival recognizing and thanking the City of Yorkton for their support, was circulated for the consideration of Council. Keith Hayward - Co-Chairperson, was present in Council Chambers to make the presentation.

Councillor Goulden was invited back into the Council Chambers as the matter she had declared a conflict of interest in had been dealt with – 5:04 p.m.

The Mayor called for a pause in the Council Meeting to allow for a photo to be taken of the Film Festival presenting the Sponsorship Fulfillment Package to the City – 5:05 p.m.

Proclamation - Canadian Federation of University Women/Yorkton Inc. – “Canadian Federation of University Women’s Day” – September 14, 2015

A letter dated August 17, 2015 from the Canadian Federation of University Women/Yorkton Inc. requesting the proclamation of Canadian Federation of University Women’s Day, was circulated for the consideration of Council. Eileen Harvey - President, was present in Council Chambers to speak to the request.

A letter dated August 17, 2015 from the Big Brothers Big Sisters of Yorkton and Area requesting the proclamation of Big Brothers Big Sisters Month, was circulated for the consideration of Council. There was no representative to speak to the request.

A report dated August 12, 2015 from the Director of Community Development, Parks and Recreation, regarding the establishment of the Yorkton Public Library and the appointment of the Yorkton Public Library Board, was circulated for the consideration of Council. Darcy McLeod - Director of Community Development, Parks and Recreation, was present in Council Chambers to speak to this report.

Council recognized Sandra MacColl, who passed away this summer, for her many years of service to the Library.

Manager of Building Services – Heavy Vehicle Driver Training and Testing Routes

A report dated August 18, 2015 from the Manager of Building Services regarding the heavy vehicle driver training and testing routes, was circulated for the consideration of Council. In the absence of Brant Hryhorczuk - Manager of Building Services, Jeff Fawcett - Class III Building Official, was present in Council Chambers to speak to this report.

That Council approve the designation of the following routes for the purpose of heavy vehicle driver training and testing, due to one of the currently authorized routes being under construction which will incorporate a traffic circle and make that route in-conducive for training and testing of heavy haul vehicles; and further that these routes be incorporated into the amendments to Traffic Bylaw No. 10/2000 that are being drafted for approval at a future meeting of council:

1. Gladstone Avenue North from York Road/Highway No.16 to Ball Road and Ball Road in its entirety.

2. Smith Street East from Highway No.9 to Dracup Avenue and Dracup Avenue from Smith Street East to Broadway Street East and Broadway Street East from Dracup Avenue to Highway No.9.

3. Hamilton Road from Highway No.9 to Palliser Way and Palliser Way from Hamilton Road to Lawrence Avenue and Lawrence Avenue from Palliser Way to Broadway Street East/Highway No.10.

City Manager – Public Awareness Report – August 24, 2015

A report dated August 18, 2015 from the City Manager regarding public awareness items within the city was circulated for the consideration of Council. Lonnie Kaal - City Manager, presented the report.

The City of Yorkton Official Community Plan has received the Saskatchewan Professional Planners Institute 2015 Award of Excellence In Planning. The Mayor called for a pause in the Council Meeting to allow for a photo to be taken of the award with Gord Shaw - Director of Planning and Engineering, Michael Eger – Planner and Mayor Bob Maloney – 5:32 p.m.
