Minutes of the Regular Council Meeting held on Monday, September 14, 2015 in City Hall Council Chambers.

Present: Mayor Bob Maloney, Councillors Les Arnelien, Randy Goulden, Larry Pearen and Chris Wyatt

PUBLIC ACKNOWLEDGEMENTS

Councillor Goulden stated that the past weekend was a very busy one, with Sunflower being hosted. This year there were over 3500 people in attendance. She gave a huge thank you to the Yorkton Arts Council staff and the volunteers for the incredible amount of work they have been doing for many years with this event and hopes that they will continue to have this event for many more years.

Mayor – Proclamation Marking the Queen’s Reign

A Proclamation was read by Mayor Bob Maloney on behalf of the City of Yorkton, in recognition of September 9, 2015 which marks the Queen’s Reign as the longest in our modern history.

Proclamation Request – Yorkton Arts Council – “Culture Days” – September 25-27, 2015

A letter received September 9, 2015 from the Yorkton Arts Council requesting the proclamation of Culture Days, was circulated for the consideration of Council. Tonia Vermette - Yorkton Arts Council Administrator, was present in Council Chambers to speak to the request.

That Council authorize Mayor Bob Maloney to proclaim September 25-27, 2015 as “Culture Days” in the City of Yorkton, and further that arrangements be made for a flag raising ceremony prior to the Culture Days.

A letter dated August 30, 2015 from Frank Hudy regarding property concerns at 89 Pheasant Cove, was circulated for the consideration of Council. Frank Hudy -property owner, was present in Council Chambers to speak to Council.

Darcy McLeod - Director of Community Development, Parks and Recreation, was present in Council Chambers to speak to the report.

A report dated September 8, 2015 from the Planner regarding proposed Discretionary Use application DU04-2015 for a semi-detached dwelling in R-1A zone – 66 & 68 Good Spirit Crescent, was circulated for the consideration of Council. Michael Eger - Director of Planning, Building and Development (formerly the Planner), presented the report.

City Clerk – 2016 Council Meeting Calendar

A report dated September 9, 2015 from the City Clerk regarding the 2016 Council Meeting Calendar, was circulated for the consideration of Council. Kathy Ritchie - City Clerk, presented the report.

Councillor Wyatt declared a conflict of interest in the next matter to be discussed and vacated the Council Chambers – 5:23 p.m.

Director of Public Works – Heated Storage Space - Lease

A report dated September 9, 2015 from the Director of Public Works regarding the lease agreement for heated storage space for Public Works, was circulated for the consideration of Council. Trent Mandzuk - Director of Public Works, was present in Council Chambers to speak to the report.

That an agreement be entered into with Yorkton Plumbing and Heating Ltd. for the rental of 5,400 ft2 of heated equipment storage space for Public Works at 164 Industrial Avenue for the unit price of $10.50/ft2/yr ($56,700/yr), for the term of October 1, 2015 to September 30th, 2017.
Carried Unanimously.***

Councillor Wyatt was invited back into the Council Chambers as the matter he had declared a conflict of interest in had been dealt with – 5:27 p.m.

City Manager – Public Awareness Report – September 14, 2015

A report dated September 10, 2015 from the City Manager regarding public awareness items within the city was circulated for the consideration of Council. Lonnie Kaal - City Manager, presented the report.
