Minutes of the Regular Council Meeting held on Monday, October 19, 2015 in City Hall Council Chambers.

Present: Mayor Bob Maloney, Councillors Les Arnelien, Ross Fisher, Randy Goulden, Larry Pearen, and Chris Wyatt

Regrets: Councillor James Wilson

Staff Members Present:  Lonnie Kaal - City Manager, Kathy Ritchie - City Clerk, Shannon Bell - Director of Finance, Michael Eger - Director of Planning, Building and Development

A quorum being present Mayor Bob Maloney in the chair called the meeting to order at 5:00 p.m.

Proclamation Request –Rotary Club of Yorkton – “World Polio Day” – October 23, 2015

A letter dated October 4, 2015 from the Rotary Club of Yorkton requesting the proclamation of World Polio Day, was circulated for the consideration of Council. Andrew Rae - President, was present in Council Chambers to speak to the request.

That Council authorize Mayor Bob Maloney to proclaim October 23, 2015 as “World Polio Day” in the City of Yorkton, with a flag raising ceremony to be held on October 22, 2015 at 12:00 noon in City Hall Park.

Proclamation Request – Yorkton Chamber of Commerce/Yorkton Exhibition Association – “Agriculture Week” – November 2-8, 2015

A letter dated October 19, 2015 from the Yorkton Chamber of Commerce/Yorkton Exhibition Association requesting the proclamation of Agriculture Week, was circulated for the consideration of Council. Juanita Polegi - Executive Director, Yorkton Chamber of Commerce, was present in Council Chambers to speak to the request.

Proclamation Request – Royal Canadian Legion – “Veteran’s Week” – November 5-11, 2015

A letter dated October 5, 2015 from the Royal Canadian Legion requesting the proclamation of Veteran’s Week, was circulated for the consideration of Council. Comrade Peter Wyatt - President and Comrade Fred Bodnaryk, were present in Council Chambers to speak to the request.

Presentation – JJ Smith Mill Committee – Progress Report

A letter received October 15, 2015 from the Yorkton Brick Mill Heritage Society (JJ Smith Mill Committee) regarding a progress report on the Yorkton Brick Mill, was circulated for the consideration of Council. Barry Sharpe - Board Member, was present in Council Chambers to make a presentation.

Presentation – Saskatchewan Abilities Council – Proposal to Increase the Recycling Levy

A letter received October 9, 2015 from the Saskatchewan Abilities Council regarding a proposal to increase the recycling levy, was circulated for the consideration of Council. John Denysek- Regional Director, Yorkton Branch, was present in Council Chambers to speak to the request.

Class II Building Official – JJ Smith Mill Committee Update

A report dated October 14, 2015 from the Class II Building Official regarding the JJ Smith Mill Committee Update, was circulated for the consideration of Council. Brant Hryhorczuk – Class II Building Official, was present in Council Chambers to speak to the report.

That the JJ Smith Mill Committee be given the opportunity to continue to work towards the restoration of the building in consultation with City Building Officials and further that they be required to have an Engineer, registered in the Province of Saskatchewan, inspect the building and provide a report on the building’s structural integrity by October 1st, 2016 to the City Building Officials, that identifies any structural repairs that may be required to ensure that the building does not become a threat to public safety and further that the Committee be required to provide a timeline of when any required work will be completed, to the October 17, 2016 regular meeting of Council.

City Manager – Public Awareness Report – October 19, 2015

A report dated October 13, 2015 from the City Manager regarding public awareness items within the city was circulated for the consideration of Council. Lonnie Kaal - City Manager, presented the report.
