REGULAR COUNCIL MEETING MINUTES
November 2, 2015

 

Minutes of the Regular Council Meeting held on Monday, November 2, 2015 in City Hall Council Chambers.

Present: Mayor Bob Maloney, Councillors Les Arnelien, Ross Fisher, Randy Goulden, Larry Pearen, James Wilson and Chris Wyatt

Staff Members Present:  Lonnie Kaal - City Manager, Kathy Ritchie - City Clerk, Shannon Bell - Director of Finance, Michael Eger - Director of Planning, Building and Development

A quorum being present Mayor Bob Maloney in the chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA(S)

PUBLIC ACKNOWLEDGEMENTS

Councillor Pearen stated that last Wednesday, Parkland College held their official Grand Opening for the new Trades and Technology Centre. There were regional representatives in attendance, including several Mayors, four MLA’s and the Minister. The new building is Phase I of many phases. He thanked all who took part in the celebration.

Councillor Goulden stated that a week and a half ago, she and Mayor Maloney attended the Saskatchewan Parks and Recreation Association Conference held in Yorkton, with the organizing committee doing a great job. She congratulated Adam Fetsch, a resident of Yorkton, who was recognized as Volunteer of the Year, and thanked him for the great work he has done with the local soccer clubs, the Kalyna Festival of Ukrainian Dance and the Music Festival.
Councillor Goulden congratulated TA Foods for winning the “Growth and Expansion” category at the 2015 ABEX (Achievement in Business Excellence) Awards.

Councillor Fisher stated that he attended the annual Pumpkin Walk on October 31st, which is put on by the Yorkton Coop. There was tremendous support from the business community with thousands of people attending. He thanked the Yorkton Coop for the wonderful job they do holding this event.

Mayor Maloney stated that this morning he attended the opening of the 27th annual Grain Millers Harvest Showdown, with the branding of the plank to officially start the event. The Harvest Showdown runs from Wednesday, November 4th through to Saturday, November 7th, 2015.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Councillor Goulden – Gallagher Centre Sponsorship Recognition

A Press Release dated November 2, 2015 was read by Councillor Goulden recognizing a renewed 10 year sponsorship of the Gallagher Centre by George Gallagher.

That Council recognize the renewed 10 year naming rights sponsorship of the Gallagher Centre, in the amount of $500,000.00, being donated by George Gallagher, and that we present him with a recognition gift for his very generous support.

The Mayor called for a brief break in order to allow for photos of the recognition gift. 5:08 p.m. - 5:10 p.m.

Presentation – Yorkton Business Improvement District (YBID) – Update and Financial Presentation

A letter dated October 21, 2015 from the Yorkton Business Improvement District (YBID) regarding an update and a financial presentation of $50,000 to assist in payment of the new parking lot lights at the Gallagher Centre, was circulated for the consideration of Council. Bruce Thurston – YBID Chair, was present in Council Chambers to make a presentation.

The Mayor called for a brief break in order to allow for photos of the cheque presentation. 5:12 p.m. - 5:13 p.m.

That Council receive and file the presentation from the Yorkton Business Improvement District (YBID) and acknowledge the receipt of the contribution of $50,000 towards the new parking lot lights at the Gallagher Centre, and the commitment to involvement in further development of the parking lot at the Gallagher Centre.

INTRODUCTION OF BYLAWS

Bylaw No. 17/2015 – Amend Bylaw No. 25/2008 and Zoning Bylaw No. 14/2003 – Rezone 263 Broadway Street West from Contract Zone to Mixed Use Residential-Business [1st Reading]

A report dated October 26, 2015 from the Land Use Planner regarding an amendment to Bylaw No. 25/2008 and Zoning Bylaw No. 14/2003, to rezone 263 Broadway Street West from Contract Zone to Mixed Use Residential-Business, was circulated for the consideration of Council. Michael Eger - Director of Planning, Building and Development, presented the report.

That Bylaw No. 17/2015, a Bylaw of the City of Yorkton in the Province of Saskatchewan to amend Bylaw No. 25/2008, a Bylaw to allow for Contract Zoning and Amendment to the Zoning Map of Bylaw No. 14/2003; and Bylaw No. 14/2003, the Zoning Bylaw, by rezoning Lot 1, Block 1, Plan AA6142, civically known as 263 Broadway Street West, to MXURB Mixed Use Residential-Business, be given 1st Reading, and that Administration be authorized to proceed with the Public Notice process.

ADMINISTRATIVE REPORTS

Director of Planning, Building and Development – Land Use Lease Agreement – Block A, Plan 101726816

A report dated October 26, 2015 from the Economic Development Officer regarding a land use lease agreement with Yorkton Community Centre for an outdoor paintball area, was circulated for the consideration of Council. Michael Eger - Director of Planning, Building and Development, presented the report.

That the request by Yorkton Community Center for a proposed outdoor paintball area on lands legally described as Block A; Plan 101726816 be approved subject to the following:
a. Yorkton Community Center be required to compensate the City a fee of $1.00 annually;
b. The Economic Development Officer be authorized to negotiate the terms and duration of the lease agreement; and
c. The Mayor and City Clerk be authorized to execute the lease agreement.

Director of Finance – Tax Enforcement Proceedings - List of Lands in Arrears

A report dated October 27, 2015 from the Director of Finance regarding tax enforcement proceedings - list of lands in arrears, was circulated for the consideration of Council. Shannon Bell - Director of Finance, presented the report.
