November 30, 2015

Minutes of the Regular Council Meeting held on Monday, November 30, 2015 in City Hall Council Chambers.

Present: Mayor Bob Maloney, Councillors Les Arnelien, Ross Fisher, Randy Goulden, Larry Pearen, James Wilson and Chris Wyatt

Staff Members Present: Lonnie Kaal - City Manager, Kathy Ritchie – Director of Legislation and Procedures (City Clerk), Shannon Bell - Director of Finance, Michael Eger - Director of Planning, Building and Development

Recording: Maureen Currie - Assistant City Clerk

A quorum being present Mayor Bob Maloney in the chair called the meeting to order at 5:00 p.m.

PUBLIC ACKNOWLEDGEMENTS

Councillor Goulden thanked the Yorkton Exhibition, their staff and their volunteers for another great Santa Claus Parade that was held on Saturday night. The city was very busy all day long with people coming in from the surrounding areas to take in the parade.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Presentation – Yorkton Sno-Riders – Sno-Riders Club West Magazine 2015 Choice Awards

A letter dated November 25, 2015 from the Yorkton Sno-Riders Snowmobile Club regarding highlights of the Sno-Riders West Magazine 2015 Choice Awards and the initiative of Yorkton becoming the 2016 Sledtown Saskatchewan Provincial Champion, was circulated for the consideration of Council. Jason Popowich - President, was present in Council Chambers to make a presentation.

Proclamation Request –Shelwin House – Violence Awareness Week – December 6-12, 2015

A letter received November 26, 2015 from Shelwin House regarding a request to proclaim December 6-12, 2015 as “Violence AwarenessWeek”, was circulated for the consideration of Council. Erin Stacheruk - Program Co-Coordinator, and Nicole Prince - Outreach Worker, were present in Council Chambers to make a presentation.

Presentation – Mobile Home Park Residents – Concerns with Lot Rent Increase

A letter dated November 24, 2015 from the Mobile Home Park Residents regarding their concerns with the lot rent increase, was circulated for the consideration of Council. Janice Prokopets and Sharon Coleman were present in Council Chambers to make a presentation.

Public Notice – Proposed Bylaw No. 17/2015 – Amendment to Zoning Bylaw No. 14/2003 – Rezone 263 Broadway Street West

There were no petitioners present in Council Chambers to speak for or against proposed Bylaw No. 17/2015, an amendment to Zoning Bylaw No. 14/2003 which rezones 263 Broadway Street West from Contract Zone (CZ) to Mixed Use Residential-Business (MXURB).

Bylaw No. 17/2015, an amendment to Bylaw No. 25/2008 and Zoning Bylaw No. 14/2003, which rezones 263 Broadway Street West from Contract Zone (CZ) to Mixed Use Residential-Business (MXURB), was circulated for the consideration of Council. A report dated November 24, 2015 from the Director of Finance regarding an amendment to Bylaw No. 20/2006, Water and Sewer Rates, was circulated for the consideration of Council. Shannon Bell - Director of Finance, presented the report.

Michael Buchholzer - Director of Environmental Services, spoke briefly and answered several questions from Council – 5:22 p.m. – 5:25 p.m.

That we accept Recommendation No. C00037-2015 as contained in the Committee of the Whole Council Meeting Minutes of November 30, 2015 that Council direct the Director of Engineering and Asset Management to continue with proposed inspections and legal preparation for pretrial on the matter presented in the report and that the associated costs be paid from the utility reserve.

That we accept Recommendation No. C00038-2015 as contained in the Committee of the Whole Council Meeting Minutes of November 30, 2015 that Council approve the extension of the date that a comprehensive report is to be brought back to the Committee of the Whole Council for consideration regarding the IAFF Contract Preparation, to December 14, 2015, as the Consultant working on the report has not been able to gather all of the necessary information required for a complete report to this the November 30, 2015 meeting; and further that the additional costs associated with the comprehensive data collection process and analysis, which also resulted in additional trips to Yorkton by the Consultant, be approved as presented.
