REGULAR COUNCIL MEETING MINUTES
December 14, 2015

Minutes of the Regular Council Meeting held on Monday, December 14, 2015 in City Hall Council Chambers.

Present: Mayor Bob Maloney, Councillors Ross Fisher, Randy Goulden, Larry Pearen and Chris Wyatt

Regrets: Councillors Les Arnelien and James Wilson

Staff Members Present: Lonnie Kaal - City Manager, Kathy Ritchie – Director of Legislation and Procedures (City Clerk), Shannon Bell - Director of Finance, Michael Eger - Director of Planning, Building and Development

A quorum being present Mayor Bob Maloney in the chair called the meeting to order at 5:00 p.m.

PUBLIC ACKNOWLEDGEMENTS

Councillor Goulden noted that the ‘Grand Slam of Curling’ event held in Yorkton in December was one of the top curling events in Canada this year. The city has received some great national television exposure. She gave a huge thank you to the Yorkton Curling Club, the volunteers, all the sponsors and all the businesses in Yorkton that were so welcoming to all the visitors and guests, and looks forward to partnering again with Rogers and the Sports Network.

Councillor Pearen acknowledged that due to the Christmas season, many schools and churches are holding concerts for the public. Sacred Heart held the musical ‘Fiddler on the Roof’, and he congratulated the students, teachers and parents involved, as these events add the quality of life in Yorkton that make it “where good things continue to happen”.

Councillor Fisher acknowledged that this is the last Council Meeting for 2015, and on behalf of the Mayor and Council wished everyone in Yorkton and the area a Merry Christmas and all the best in the holiday season, and a safe and happy holiday.

Presentation – Steering Committee for New Arrivals Network

A letter received December 10, 2015 from the Steering Committee for New Arrivals Network, regarding establishing a network for helping new arrivals, particularly those who have been displaced by war or persecuted for who they are, was circulated for the consideration of Council. Dick DeRyk – Committee Spokesperson, was present in Council Chambers to make a presentation.

Dennis Perras – Executive Director, was present in Council Chambers to make a presentation.

Bylaw No. 16/2015 – Recycling Service Fee

A report dated December 1, 2015 from the Director of Environmental Services regarding proposed Bylaw No. 16/2015, a bylaw to provide for a recycling service fee, was circulated for the consideration of Council. Michael Buchholzer - Director of Environmental Services was present in Council Chambers to speak to this bylaw.

Co-Chairs of the Yorkton Housing Committee - Tom Seeley and Ron Skinner provided some opening comments, and Michael Eger - Director of Planning, Building and Development, presented the report.
