REGULAR COUNCIL MEETING MINUTES
February 22, 2016

Minutes of the Regular Council Meeting held on Monday, February 22, 2016 in City Hall Council Chambers.

Present: Mayor Bob Maloney, Councillors Les Arnelien, Ross Fisher, Randy Goulden, Larry Pearen, James Wilson and Chris Wyatt

Staff Members Present: Lonnie Kaal - City Manager, Kathy Ritchie - Director of Legislation and Procedures (City Clerk), Michael Eger - Director of Planning, Building and Development, Trevor Morrissey - Fire Chief

CALL TO ORDER

A quorum being present Mayor Bob Maloney in the chair called the meeting to order at 5:00 p.m.

PUBLIC ACKNOWLEDGEMENTS

Councillor Wilson acknowledged that the Kinsmen Club of Yorkton spent a day going around the City doing random acts of kindness in honour of ‘National Day of Kindness’. He reminded everyone that the 40th Telemiracle will be on March 5-6, 2016, and thanked the Kinsmen for all of the good they do in the community. He congratulated the Kinsmen and every service club for the random acts of kindness they do throughout the year.

Councillor Goulden acknowledged that the Saskatchewan Wildlife Federation’s 87th Banquet was hosted by the Yorkton Wildlife Federation on February 18-20, 2016 at St. Mary’s Cultural Centre. She thanked the local organization for hosting a wonderful event.

Mayor Maloney acknowledged that the Yorkton Terriers Hockey Club Banquet was held on Saturday, February 13, 2016, and both he and Councillor Pearen and many people attended. He stated that the Terriers Club have put a bid in to host the 2018 RBC Cup, and encouraged everyone to support them in bringing the event to the City.

Proclamation Request – Canadian Red Cross – Red Cross Pink Day - February 24, 2016

A letter dated February 17, 2016 from the Canadian Red Cross requesting February 24, 2016 to be proclaimed as Red Cross Pink Day, which is an awareness day celebrated across Canada to help communities come together and take a stand against bullying, was circulated for the consideration of Council. Melanie Horton - Outreach Coordinator, Canadian Red Cross, Kimberly Merriam - Teacher/ Counsellor, Yorkton Regional High School and Venhkata Mahankali - Student, Yorkton Regional High School, were in attendance to make a presentation.

A report dated February 12, 2016 from the Director of Planning, Building and Development regarding Subdivision Application SD15-2013 – lane configuration in the block west of Seventh Avenue North, South of Balmoral Street, was circulated for the consideration of Council. City Manager – Fire Protective Services Operational Review

A report dated February 18, 2016 from the City Manager regarding the Yorkton Fire Protective Services Operational Review was circulated for the consideration of Council. Lonnie Kaal - City Manager, presented the report.

That Council accept the six (6) recommendations as presented in the Dillon Consulting report and establish the level of service for fire protection as noted in Option 6 as presented by Fire Protective Services and IAFF Local 1527 at the January 25th, 2016 Committee of the Whole Council, In-Camera Session, and further direct Administration to negotiate towards establishing this level of service in conjunction with the Local 1527 Collective Bargaining Agreement.

Mayor Maloney passed the Chair to Deputy Mayor Fisher – 5:50 - 5:51 p.m.

Councillor Wyatt opposed.
