Minutes of the Regular Council Meeting held on Monday, March 21, 2016 in City Hall Council Chambers.

Present: Mayor Bob Maloney, Councillors Randy Goulden, Larry Pearen, James Wilson and Chris Wyatt

Regrets: Councillors Les Arnelien and Ross Fisher

Staff Members Present: Lonnie Kaal - City Manager, Kathy Ritchie - Director of Legislation and Procedures (City Clerk), Shannon Bell - Director of Finance, Michael Eger - Director of Planning, Building and Development

CALL TO ORDER

A quorum being present Mayor Bob Maloney in the chair called the meeting to order at 5:00 p.m.

PUBLIC ACKNOWLEDGEMENTS

Councillor Goulden announced that the New Arrivals Network will be hosting a public meeting on Monday, April 11, 2016 at 7:00 p.m. at the SIGN building on Broadway Street West, for people who are interested in refugee sponsorship. The guest speaker will be Mr. Klaus Gruber from Saskatoon, who is a longtime refugee activist.

Land Use Planner – Bylaw No. 2/2016 - Amendment to Official Community Plan Bylaw No. 12/2014 – Change Land Use Concept for 20 & 24 Gladstone Avenue South [1st Reading]

A report dated March 11, 2016 from the Land Use Planner regarding an amendment to Official Community Plan Bylaw No. 12/2014, to change the land use concept for 20 & 24 Gladstone Avenue South, was circulated for the consideration of Council. Carleen Koroluk - Land Use Planner, was in attendance to present the report.

Director of Planning, Building and Development – Bylaw No. 4/2016 - Amendment to Zoning Bylaw No. 14/2003 – Establish Regulations for Pawn Brokers and Sale of Second Hand Goods [1st Reading]

A report dated March 16, 2016 from the Director of Planning, Building and Development regarding an amendment to Zoning Bylaw No. 14/2003, to establish regulations for pawn brokers and to remove restrictions for the sale of second hand goods, was circulated for the consideration of Council. Michael Eger - Director of Planning, Building and Development presented the report.

That Bylaw No. 4/2016, A Bylaw of the City of Yorkton in the Province of Saskatchewan to Amend Zoning Bylaw No. 14/2003 by Establishing Land Use Regulations for Pawn Brokers and Removing Restrictions for the Sale of Second Hand Goods Under the Definition of a Retail Store, be given 1st Reading, and further that Administration be authorized to proceed with the Public Notice process.
Carried.***

ADMINISTRATIVE REPORTS

Economic Development Officer – Rental Housing Incentive Program RHIP02-2015 – 115 Gladstone Avenue North

A report dated March 14, 2016 from the Economic Development Officer regarding Rental Housing Incentive Program Application RHIP02-2015 for 115 Gladstone Avenue North, was circulated for the consideration of Council. Michael Eger - Director of Planning, Building and Development, presented the report.

That Administration be authorized to enter into a formal agreement under the Rental Housing Incentive Program Policy No. 10.250 for application RHIP02-2015 for 115 Gladstone Avenue North, legally described as Lot 74, Block 18, Plan 99Y04947, that provides for a five year 100% tax abatement beginning in 2016, on condition that the property remains a rental facility for 10 years.

Director of Community Development, Parks and Recreation – 2016 Deer Park Fees and Charges

A report dated March 15, 2016 from the Director of Community Development, Parks and Recreation regarding the 2016 Deer Park Fees and Charges was circulated for the consideration of Council. Darcy McLeod - Director of Community Development, Parks and Recreation, was in attendance to present the report.

Councillor Goulden – Memorandum of Understanding between the City of Yorkton and the Federation of Canadian Municipalities – Partnership for Local Economic Development and Democratic Governance Program (PLEDDG)

A Notice of Motion dated March 10, 2016 from Councillor Randy Goulden regarding a Memorandum of Understanding between the City of Yorkton and the Federation of Canadian Municipalities to support the implementation of the Partnership for Local Economic Development and Democratic Governance Program (PLEDDG), was circulated for the consideration of Council.
