Minutes of the Regular Council Meeting held on Monday, April 11, 2016 in City Hall Council Chambers.

Present: Mayor Bob Maloney, Councillors Les Arnelien, Ross Fisher, Randy Goulden, Larry Pearen, James Wilson and Chris Wyatt

Staff Members Present within the bar: Lonnie Kaal - City Manager, Kathy Ritchie - Director of Legislation and Procedures (City Clerk), Shannon Bell - Director of Finance, Michael Eger - Director of Planning, Building and Development

CALL TO ORDER

A quorum being present Mayor Bob Maloney in the chair called the meeting to order at 5:00 p.m.

PUBLIC ACKNOWLEDGEMENTS

Councillor Pearen:
Last weekend, April 8-10, 2016 was the Spring Expo at the Gallagher Centre Flexi-hall and Curling Rink. It was a three day event, congratulations to the Lion’s Club for having a long run. Out of town support to the businesses is recognized as being very good for our community and is appreciated. It was very nice to see the Flexi-hall and Curling Rink busy with people, young and old and Congratulations to the organizers and Yorkton Exhibition for putting on a good event!

Councillor Goulden:
Last week the City had visitors from around the province of Saskatchewan as Yorkton hosted the Saskatchewan Bed and Breakfast Association Conference at Patrick Place. Thank-you to everyone who worked very hard in developing that conference and bringing it into our city. At the conference they announced the top ten bed and breakfasts in Saskatchewan and the City’s very own Patrick Place is one of them again! Thanks to Shirley Billay, owner, for all she does for the community!

A report dated March 17, 2016 from the Director of Finance regarding the 2015 Year End for the City of Yorkton, was circulated for the consideration of Council. Shannon Bell - Director of Finance, presented the report.

That Council approve the allocation of the 2015 surplus to the following accounts: $100,000 to an Engineering & Asset Management reserve, $100,000 to a Planning, Building & Development reserve and $219,000 to the Rainy Day reserve.

Computer Server Purchase

A report dated March 31, 2016 from the Director of Finance regarding a Computer Server Purchase, was circulated for the consideration of Council. Shannon Bell - Director of Finance, presented the report.

That Council approve the purchase of a new computer server in 2016 with an upper limit of $20,000; and further that the funding be from the computer reserve.

Pest Control Officer, Weed and Municipal Inspector Appointment

A report dated April 1, 2016 from the Director of Community Development, Parks and Recreation regarding a Pest Control Officer, Weed and Municipal Inspector Appointment, was circulated for the consideration of Council. Darcy McLeod – Director of Community Development, Parks and Recreation, was in attendance to present the report.

That the appointment of Matt Charney, Parks Manager as the Municipal Inspector under The Forest Resources Management Act, Weed Inspector under The Weed Control Act, and the Pest Control officer under The Pest Control Act, be approved for 2016.

Spring Yard Waste Clean Up Week

A report dated April 4, 2016 from the Director of Environmental Services regarding Spring Yard Waste Clean Up, was circulated for the consideration of Council. Michael Buchholzer – Director of Environmental Services, was in attendance to present the report.

That the week of May 9 to May 14, 2016 be declared as ‘Spring Yard Waste Clean Up Week’ with landfill entrance fees at the Sanitary Landfill waived for residents and schools of the City of Yorkton hauling in their residential yard/school yard clean up debris by car, van, sport utility vehicle, half-ton truck or utility trailer.

Discretionary Use 01-2016 – Pawn Broker and Second Hand Store – 50B Broadway St. W.

A report dated April 4, 2016 from the Land Use Planner regarding Discretionary Use 01-2016 – Pawn Broker and Second Hand Store – 50B Broadway St. W., was circulated for the consideration of Council. Carleen Koroluk – Land Use Planner, was in attendance to present the report.

That Administration be authorized to proceed with Public Notification for Discretionary Use application DU01-2016, which proposes a Pawn Broker and Second Hand Store use at 50B Broadway Street West, legally described as Lot 3, Block B, Plan 46116, and that the application be brought back to Council for its review and decision.

Dracup South Underground Utility Upgrades

A report dated April 6, 2016 from the Director of Public Works regarding Dracup South Underground Utility Upgrades, was circulated for the consideration of Council. Trent Mandzuk – Director of Public Works, was in attendance to present the report.

That Council Award the Dracup Avenue Underground Utility Upgrades contract to G. Ungar Construction Ltd. for their tendered amount of $2,821,850; and further that $707,000 for the project contingency, project management and materials testing and $454,500 for work outside the contract be approved, acknowledging that the total project cost of $3,983,350 is within the approved 2016 capital budget.

That we accept Recommendation No. C00027-2016 as contained in the Committee of the Whole Council Meeting Minutes of April 11, 2016 that Council receive and file the presentation from the Yorkton Brick Mill Heritage Society and further that the Society be required to report to Administration on or before May 31, 2016 on the grant funding approvals and fundraising dollars, after which time Administration shall present a report to the June 13, 2016 Regular Council Meeting; and further that the Society be advised that no further work is to be done on the building without City approval.
