April 25, 2016

 

Minutes of the Regular Council Meeting held on Monday, April 25, 2016 in City Hall Council Chambers.

Present: Mayor Bob Maloney, Councillors Les Arnelien, Randy Goulden, Larry Pearen and James Wilson

Staff Members Present within the bar: Kathy Ritchie - Director of Legislation and Procedures (City Clerk), Shannon Bell - Director of Finance, Michael Eger - Director of Planning, Building and Development

CALL TO ORDER

A quorum being present Mayor Bob Maloney in the chair called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA(S)

PUBLIC ACKNOWLEDGEMENTS

Councillor Goulden acknowledged that the weekend of April 22, 2016 there were three large events happening in the City, and extended ‘hats off’ to all the organizers of those events: The Parkland Outdoor Show, the Parkland Dance Association, and the Provincial Men’s and Women’s Basketball Tournament, all had events which drew people from all across the province to our City. Councillor Goulden would like to remind anyone with upcoming events, to please post them on the Yorkton Events online calendar which can help promote your events in our City!

Councillor Pearen acknowledged that the long running Yorkton Music Festival has just completed three weeks of activity. There were adjudicators, hundreds of musicians and performers who put many hours into becoming proficient in their arts. Councillor Pearen thanks and would like to congratulate the Yorkton Music Festival on its strong history, and all the instructors and accompanists, and many volunteers who make the festival happen.

Councillor Wilson acknowledged the ‘Celebrate Success Awards’ put on by the Chamber of Commerce and thanked them for holding such an event, as it acknowledges the success of business in our community. Councillor Wilson also acknowledged the business owners that take the risk, and invest heavily in this community. Congratulations to all the finalists and to two in particular, the ‘Small Business Award’ went to 100.5 The Rock FM owned by Dennis Dyck; and the ‘Large Business Award’ went to Yorkton Plumbing and Heating, owner Justin Yawney. Congratulations to them and everyone that participated.

Mayor Maloney highlighted that the ‘City’s Award’ for Property Restoration (sponsored by the City of Yorkton,) went to CORE Real Estate and extends Congratulations to them as well.

Mayor’s Poetry Annual City Challenge 2016 - Carol Graham-Knoll reading “The Birth of a Dream”

Information received February 17, 2016 from the League of Canadian Poets regarding National Poetry Month and the Mayor’s Poetry City Challenge 2016 was circulated for the consideration of Council. Carol Graham-Knoll, a Yorkton Community writer was present in Council Chambers to read a piece of her poetry.

That we accept Recommendation No. C00033-2016 as contained in the Committee of the Whole Council Meeting Minutes of April 25, 2016 that Council authorize Administration to negotiate with those property owners on Third Avenue North affected by encroachments as identified in the report, for lands required for lane widening purposes and to proceed with the purchase on the condition that the total amount does not exceed the maximum amount identified in the report; and further that the funds required for the lands purchase, subdivision and ISC registration costs be allocated from the Planning, Building and Development Department reserve.
