May 30, 2016

 

Minutes of the Regular Council Meeting held on Monday, May 30, 2016 in City Hall Council Chambers.

Present: Mayor Bob Maloney, Councillors: Les Arnelien, Ross Fisher, Randy Goulden, Larry Pearen, James Wilson and Chris Wyatt.

Staff Members Present within the bar: Lonnie Kaal - City Manager, Kathy Ritchie - Director of Legislation and Procedures (City Clerk), Shannon Bell - Director of Finance

CALL TO ORDER

A quorum being present Mayor Bob Maloney in the chair called the meeting to order at 5:00 p.m.

PUBLIC ACKNOWLEDGEMENTS

Councillor Pearen took greetings last week to the Habitat for Humanity Volunteer Recognition at St. Gerard’s, where Councillor Arnelien was also in attendance. Their theme was “Six Homes for Six Families in Six Years.” Special thanks to all the volunteers and committees who work with this organization. Thanks was also expressed by Councillor Pearen to the financial sponsors including the Government of Saskatchewan and Mosaic, and to the sub-trades: electricians, plumbers, carpenters, as all these people are very important to this program. Councillor Pearen quotes that “The “Six Homes for Six Families in Six Years” is outstanding.”

Councillor Pearen also acknowledged that he attended the Sacred Heart High School (SHHS) grade twelve graduation at St. Mary’s Cultural Centre. Councillor Pearen states that he attended the banquet, that it was a ‘fun evening,’ and he is proud of all the students who are moving on to “bigger and better things.” Councillor Pearen specially noted that Alvin Law was back in Yorkton as the guest speaker for the graduation commencement ceremonies. Mr. Law is travelling internationally doing motivational speaking, and as Alvin’s hometown is Yorkton, he’s another reason we should be proud of our students graduating here. Alvin Law was an outstanding trombone player and percussionist and he’s just been selected for the all-star band as a drummer that’s travelling to Rio – ‘very exciting stuff.’

Councillor Goulden stated that she was very privileged to attend a recognition at St. Mary’s Parish on Wednesday evening where they dedicated a plaque to all the Ukrainian people who were interned in camps during the First world war. Over 80,000 people were interned where unfortunately 5,000 of those people perished. It was a privilege to attend a dedication of the plaque which is displayed where everyone can stop by and see it as they enter St. Mary’s Cultural Centre. Thank-you to St. Mary’s for honouring those who were interned.

Mayor Maloney passed the chair to Deputy Mayor Pearen - 5:03 p.m.

Mayor Maloney had the pleasure of attending the 69th Annual Film Festival that wrapped up on Sunday. He stated that this is a wonderful event for the city as it brings people from across the Nation, and this year, it drew people from as far away as Hong Kong to attend the banquet and support some ‘Golden Sheaf’ award winners. Mayor Maloney congratulated the festival director, Randy Goulden, her board, staff, and volunteers for an outstanding job, and he looks forward to the 70th Anniversary of the Festival next year. He also hopes that the City Mayor’s Caucus Meetings do not conflict with the festival again next year!

Mayor Maloney reclaimed the chair from Deputy Mayor Pearen - 5:03 p.m.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Councillor Goulden declared a ‘Conflict of Interest’ in the next matter to be discussed stating in general terms that ‘she is an employee of Yorkton Tourism’.
Councillor Goulden then vacated the Council Chambers – 5:06 p.m.

Proclamation Request – Yorkton Tourism – May 29-June 4, 2016 as ‘Tourism Week’ in Yorkton

An e-mail package received on May 4, 2016 from Tourism Yorkton regarding a proclamation request to proclaim “May 29 – June 4, 2016 as Tourism Week in the City of Yorkton” was circulated for the consideration of Council. Darlene Stakiw, Tourism Yorkton Board Director, was in attendance to make a presentation.

Presentation – Yorkton Tribal Council – National Aboriginal Day Flag Raising & Ceremonies

A letter received on May 4, 2016 from the Yorkton Tribal Council regarding ceremonies for ‘National Aboriginal Day’ on June 21, 2016, including a request for a flag raising ceremony was circulated for the consideration of Council. Isabel O’Soup, Tribal Chief, was in attendance to make a presentation.

A report dated May 10, 2016 from the Recreation Services Manager regarding a proclamation request that June 2016 be proclaimed as “Recreation and Parks Month” in Yorkton, including the request of a flag raising was circulated for the consideration of Council. Taylor Morrison – Recreation Services Manager was in attendance to make a presentation.

Public Hearing - Bylaw No. 5/2016 – Amend Zoning Bylaw No. 14/2003 by Rezoning 96 Gladstone Ave. South from R-1 to R-5 [1 Written Submission ‘Against’ - Received with Numerous Signatures (11 Neighbouring Properties)]

The City Clerk stated that there was one written submission received that was signed by 11 Neighbouring Property owners that was provided to council as part of the council package. She also stated that there is one petitioner present in Council Chambers who will be making a verbal submission to council, Jason Thibodeau, who is present to speak in opposition to, and the developer Reg Houle, who is authorized by the property owner to speak as the applicant.

Opposed: Jason Thibodeau (representing the neighbours in the written
submission) 5:22 - 5:29 p.m.
Applicant: Reg Houle (Developer who provided written authorization signed by
the Applicant to speak on their behalf): 5:29- 5:31 p.m.

Note: In Jason Thibodeau’s presentation, wherein he was representing the neighbours of the written submission, he stated that there was a 12th neighbor in attendance, who wished to sign the written submission in opposition to the rezoning.
