June 27, 2016

Minutes of the Regular Council Meeting held on Monday, June 27, 2016 in City Hall Council Chambers.

Present: Mayor Bob Maloney, Councillors: Les Arnelien, Ross Fisher, Randy Goulden, Larry Pearen, James Wilson, and Chris Wyatt.

CALL TO ORDER

A quorum being present Mayor Bob Maloney called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Pearen acknowledged that he and Councillor Goulden were involved in the National Aboriginal Day Flag Raising and Celebration held at City Hall Park on June 21, 2016. This day is the first of four days of celebration. June 24 is St. Jean Baptiste Day, June 27 is Canada Multi-Cultural Day, and the finale is July 1st (Canada Day) so it is a celebration of diversity and contributions made by many people. Councillor Pearen thanked Council for allowing the flag raising.

Councillor Wilson acknowledged that on June 24, 2016, Parkland College held their annual Dollars for Scholars golf tournament fundraiser at the Deer Park Golf course. There were over 116 golfers in attendance and he acknowledges that it’s an attestment to the community’s commitment for scholarships for students at the college and that it coincides in kin to the fact of the commitment of the City of Yorkton with the Trades and Technology Centre, and the province and all the corporate sponsors that helped to build the centre. Councillor Wilson expressed congratulations and thanks to all the business community in the personal commitments in helping the students with their tuition fees.

Councillor Goulden on June 18, 2016, had the privilege of representing the City of Yorkton for the 48th Ceremonial Review of the Army Cadets at the Armoury. It was a great pleasure to be there and Councillor Goulden expressed thanks to Lieutenant Colin McInnes and all of his volunteers for all the work they do for this important, positive activities program for the youth of our city. Thanks and hats off to all the people who work with our Cadets.

Councillor Fisher had the honour of bringing greetings from the City of Yorkton to the June 17, 2016, Relay for Life. Councillor Fisher acknowledged that there was an amazing turnout of over one-hundred people in attendance that evening. Councillor Fisher expressed thanks to the organizers for their efforts, for raising awareness and funds for research.

An e-mail package received on June 3, 2016 from the Yorkton Dream Centre regarding a presentation to Council on the Contributions of the Yorkton DreamCentre was circulated for the consideration of Council. Kevin and Rachelle Sawatsky - Co-Directors of YDC, and Lauretta Ritchie-McInnes - YDC Member were in attendance to make a presentation.

A letter received on June 20, 2016 from the Yorkton Film Festival, regarding a sponsorship fulfilment package presentation from the 2016 Yorkton Film Festival was circulated for the consideration of Council. Keith Hayward - Co-Chairperson of Yorkton Film Festival was in attendance to make a presentation.

Rilling Bus Ltd. - Request for Exemption for School Bus Parking from the City of Yorkton Bylaw No. 1/2011 Property Standards Section 5.6(c)

An email package received on June 20, 2016 from Rilling Bus Ltd., regarding a request for an exemption from Bylaw No. 1/2011 for parking school buses, was circulated for the consideration of Council. Ron Wunder, on behalf of Rilling Bus Ltd. was in attendance to make a presentation.

That Council approve the request of the Yorkton Public Library Board to purchase a microfilm reader from Ristech Information Solutions Ltd. at the quoted price of $11,235.00 plus taxes and annual support; and further that funds be used from the Library reserve account setup in 2015.

Director of Finance - 2015 Financial Statements

A report dated June 22, 2016 from the Director of Finance regarding the 2015 Financial Statements was circulated for the consideration of Council. Shannon Bell – Director of Finance presented the report.

That Council approve the 2015 Draft Audited Financial Statements for the City of Yorkton as presented; and further authorize the Director of Finance to sign the representation letter to the Auditors; and further that the final 2015 Financial Statements be created and be hereby approved.

Director of Finance - Request for Additional Funding from SIGN’s Senior Mobility Program

A report dated June 22, 2016 from the Director of Finance regarding a Request for Additional Funding from SIGN’s Senior Mobility Program was circulated for the consideration of Council. Shannon Bell – Director of Finance presented the report.
