REGULAR COUNCIL MEETING MINUTES
August 22, 2016

Minutes of the Regular Council Meeting held on Monday, August 22, 2016 in City Hall Council Chambers.

Present: Mayor Bob Maloney, Councillors: Les Arnelien, Ross Fisher, Randy Goulden, Larry Pearen, and James Wilson.

Staff Members Present within the bar: Lonnie Kaal - City Manager, Kathy Ritchie - Director of Legislation and Procedures (City Clerk), Amber Matechuk – Controller and Michael Eger – Director of Planning, Building & Development

CALL TO ORDER

A quorum being present Mayor Bob Maloney called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Fisher acknowledged that along with Councillor Arnelien, he sits on the Protective Services Committee and they are looking forward to working with the new Chief of Police for the City of Yorkton R.C.M.P., Staff Sergeant - Jeff Simpson. Staff Sergeant Simpson was in attendance at the Council meeting. Councillor Fisher noted that it was Staff Sergeant Simpson’s first day on the job in Yorkton, and he is settling into the community. Staff Sergeant Simpson is a ‘Saskatchewan’ person and is looking forward to getting to know the community and everybody in it. Councillor Fisher extended a warm welcome on behalf of Council and expressed that they look forward to working with him.

Councillor Fisher acknowledged that the Charity Foundation Road Race that took place on Sunday, August 21, 2016 in Yorkton went very well. There were almost 80 out of town individuals spanning from Calgary, Swan River, Regina and Saskatoon, who attended the Road Race. There were 267 participants and almost 50 volunteers for the event. Councillor Fisher stated that it was a well-run event and would like to congratulate and thank the city employees for their assistance in terms of helping to prepare the course. He also stated that he would like to thank all the volunteers who participated in the event. The City was represented well by the Race and it was a well-run day.

Councillor Goulden announced on behalf of the Saskatchewan Urban Municipalities Association, that on Wednesday November 16, 2016 Yorkton will play host to the SUMA Regional Meeting. Councillor Goulden is the Director for East Central Saskatchewan. Yorkton will be hosting the Mayors, Councillors and Administrators from the whole East Central Region. The meeting will run from 9:30 a.m. to 4:30 p.m.. Councillor Goulden has requested for Administration to put this event on the calendar for Councillors and for Administrators to be in attendance.

Councillor Pearen acknowledged that on July 15, 2016 he and Councillor Goulden attended a Habitat for Humanity ‘Key Ceremony’ for two families for a duplex. It is part of ‘6 Homes built in 6 Years for 6 Families’ initiative, of which we are very proud of Habitat for Humanity for. The impressionable value is $1.5 million invested in Yorkton. Councillor Pearen would like to thank the Committee, and also the trades involved. Councillor Pearen also noted that this is the first duplex that Yorkton has taken on and also that it was a “Faith-Build;” so half the duplex was built by 23 churches, and this is ‘awesome’ to see them all working together. The two families that moved in are very excited, and the children of the homes were thrilled to be able to pick out bright colours for their bedrooms! Congratulations to Habitat for Humanity for all the good done in this community and for making Yorkton a place where good things continue to happen!

That Council approve the recommendation to have the City of Yorkton apply to the Ministry of Government Relations to be designated an eligible assistance area under the Provincial Disaster Assistance Program (PDAP), which provides financial assistance for restoring essential services and property as a result of substantial damages caused by a rain event on July 31st, 2016.

That Council direct Administration to enter into an agreement with our consultant to proceed with a study to identify possible solutions for the 11 problem drainage areas of Yorkton with the funding of $100,000 to be provided through the 2017 Capital Budget.
