REGULAR COUNCIL MEETING MINUTES
September 12, 2016

Minutes of the Regular Council Meeting held on Monday, September 12, 2016 in City Hall Council Chambers.

Present: Mayor Bob Maloney, Councillors: Les Arnelien, Randy Goulden, Larry Pearen, and James Wilson.

Staff Members Present within the bar: Lonnie Kaal - City Manager, Kathy Ritchie - Director of Legislation and Procedures (City Clerk), Shannon Bell – Director of Finance, and Michael Eger – Director of Planning, Building & Development.

Regrets: Councillors Ross Fisher, and Chris Wyatt

CALL TO ORDER

A quorum being present Mayor Bob Maloney called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Pearen acknowledged that last Saturday evening, the Mayor and Councillors Wilson, Goulden, and Pearen attended a Medieval Feast fundraising event put on by the Boy Scouts to raise money for a trip to Halifax for a National Jamboree. It was an exciting evening; a different event, something that Yorkton hasn’t seen in a couple of years. It was a lot of fun as the Mayor and Councillor Goulden were held in stocks for fundraising purposes. Councillor Pearen thanked the Scouts and Leaders, and volunteers for all their hard work on the event, as well as the sponsors. There was alot of money raised for the event. Councillor Pearen mentioned that the Boy Scouts were the first to register for the event in Halifax, and wished them all good luck with their fundraising!

Councillor Arnelien acknowledged that the Yorkton Lion’s Club’s next fundraising event, the Wine Festival is going to be Saturday, September 17th, 2016 from 7:00 p.m. to 11:00 p.m. It’s always a great time with good food and drink. If you’d like tickets, you can contact any Lion’s Club Member, including Councillor Arnelien. Tickets are $40.00 each and Councillor Arnelien encourages everyone to come out and have a great time!

Councillor Goulden acknowledged the work done by the Yorkton Arts Council for the Sunflower event that happened this year. Councillor Goulden acknowledged Merle Sherman, President and Tonia Vermett, Administrator of the Yorkton Arts Council, both who were in the gallery of Council Chambers, and thanked them for the work they did for this event. She stated that it was another outstanding event, which drew in people from our city as well as visitors from out of town. Councillor Goulden thanked the Yorkton Arts Council, their staff and volunteers for another great job.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Declaration Request - National Pensioners Federation - October 1, 2016 as “International Day of the Older Persons” in Yorkton

An email package received April 18, 2016 from Mike Kaminski, 2nd Vice-President of the National Pensioners Federation regarding a request for October 1, to be declared “International Day of Older Persons” in the City of Yorkton, was circulated for the consideration of Council. Mike Kaminski, 2nd Vice-President of the National Pensioners Federation, supported by members of the Yorkton New Horizons, was in attendance to make a presentation to Council.

Prior to the vote on resolution no. R00277-2016, Councillor Goulden acknowledged that Mike Kaminski as also the Mayor of Invermay,.

Proclamation Request – Canadian Federation of University Women/Yorkton Inc. – September 14, 2016 as “Canadian Federation of University Women’s Day” in Yorkton

A letter dated September 5, 2016, from the Canadian Federation of University Women/Yorkton Inc. requesting the proclamation of September 14, 2016 as “Canadian Federation of University Women’s Day” in Yorkton, was circulated for the consideration of Council. Elsie Stechyshyn, President of the Canadian Federation of University Women/Yorkton Inc. was in attendance to make a presentation to Council.

Proclamation Request – Yorkton Arts Council on behalf of Yorkton Film Festival and Free My Muse Theatre Company - September 30, October 1 & 2, 2016 as “Culture Days” in Yorkton

A letter received on August 31, 2016 from the Yorkton Arts Council, and on behalf of Yorkton Film Festival and Free My Muse Theatre Company requesting the proclamation of September 30, October 1 & 2, 2016 as “Culture Days” in Yorkton, was circulated for the consideration of Council. Merle Sherwin, President of Yorkton Arts Council was present in the gallery and Tonia Vermette, Administrator of the Yorkton Arts Council was in attendance to make a presentation to Council.

Presentation – Yorkton Active Transportation Collaborative – Pilot Travel Planning Project at Columbia School & St. Mary’s School in Yorkton & 2017 Budgetary Request Considerations

A letter dated August 31, 2016 from the Yorkton Active Transportation Collaborative, regarding the Pilot Travel Planning Project at Columbia School and St. Mary’s School and 2017 Budgetary Request Considerations, was circulated for the consideration of Council. Sheila Hyrniuk, Chair of the Yorkton Active Transportation Collaborative was in attendance to make a presentation to Council.

That Council receive the presentation from the Yorkton Active Transportation Collaborative and direct Administration to investigate and propose during the 2017 Budget process, the installation and purchasing of a solar power crosswalk light near Columbia School.

Mayor Maloney had passed the chair to Past Deputy Mayor Wilson from 5:30 - 5:31 p.m., prior to the vote on resolution no. R00279-2016.

That Council accept Recommendation No. C00052-2016 from the Committee of the Whole Council to approve an average annual increase in wages of 1.885% per year for four (4) years (2016, 2017, 2018 and 2019) to the Out of Scope wage grids effective January 1st 2016 which comprises of a total compensation package including wages, benefits and pension of an average 8.96% over the four (4) years.
