REGULAR COUNCIL MEETING MINUTES
September 26, 2016

Minutes of the Regular Council Meeting held on Monday, September 26, 2016 in City Hall Council Chambers.

Present: Mayor Bob Maloney, Councillors: Les Arnelien, Ross Fisher, Randy Goulden, Larry Pearen, James Wilson, and Chris Wyatt

Staff Members Present within the bar: Lonnie Kaal - City Manager, Kathy Ritchie - Director of Legislation and Procedures (City Clerk,) and Michael Eger – Director of Planning, Building & Development.

CALL TO ORDER

A quorum being present Mayor Bob Maloney called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Wilson acknowledged that on Friday, September 23, 2016 Mayor Maloney, Councillor Goulden and himself, brought greetings to the opening of the Richardson Clubhouse at Friday Night Lights at Century (Kiernan) Field. He would like to acknowledge all the hard work that went into the clubhouse by organizations such as Richardson, the Rotary Club, the Lion’s Club, Deneschuk Homes, Yorkton Co-op, N.L. Construction, and the Good Spirit School Division in the capacities of financial contributions and labour. Councillor Wilson also drew attention to the fact that the City of Yorkton contributed $70,000 in utility services towards the clubhouse. Councillor Wilson gives kudos to the community for working together on this project. Councillor Wilson passed the microphone on to Councillor Goulden to speak more on the Friday Night Lights event.

Councillor Goulden added to Councillor Wilson’s topic of Friday Night Lights by mentioning that the event began with a ribbon cutting. An event that really added to the Terry Fox Walk at the Yorkton Regional High School was when Local businessman and Yorkton Regional High School Alumni (1986) Bob Parker with HeliLift brought his helicopter down on the centre of Century (Kiernan) Field. Craig Fox (Terry Fox’s brother) and Chad Young, a student at the YRHS who had the same type of cancer and amputation as Terry Fox were present to kick off the Terry Fox Walk and to do the ceremonial kick-off together. It was a wonderful night of community coming together.

Councillor Fisher acknowledged that several Councillors attended the Yorkton Crossing Retirement Community official opening on Wednesday September 21, 2016. It’s a wonderful new addition to the community of Yorkton; there are 79 residences within the Yorkton Crossing home. The home provides 24 hour nursing and full service care. It’s a wonderful addition to attract retirees to the community, and Councillor Fisher is glad to see their official opening went so well.

An email package received September 21, 2016, from Laura Budd - Education Coordinator of Moose Jaw Pride Inc. requesting the proclamation of October 17, 2016 as “Yorkton Pride Day” in Yorkton, as well as a request for a flag raising for that day, was circulated for the consideration of Council. Laura Budd - Education Coordinator of Moose Jaw Pride Inc., and Jen Dresser, Minister at St. Andrew’s United Church in Yorkton were in attendance to make a presentation to Council.

That Council accept Recommendation No. C00055-2016 from the Committee of the Whole Council to ratify the terms of the Collective Agreement between the City of Yorkton and CUPE Local 342 for a four year contract for 2016 – 2019, noting that this contract includes a wage adjustment of 7.13% averaged over the four year term of the contact, which is an average annual increase in wages of 1.78% effective January 1st 2016, 2017, 2018 and 2019.
