REGULAR COUNCIL MEETING MINUTES
November 7, 2016

Minutes of the Regular Council Meeting held on Monday, November 7, 2016 in City Hall Council Chambers.

Present: Mayor Bob Maloney, Councillors: Ken Chyz, Randy Goulden, Quinn Haider, Mitch Hippsley, Aaron Kienle, and Darcy Zaharia.

Staff Members Present within the bar: Lonnie Kaal - City Manager, Kathy Ritchie - Director of Legislation and Procedures (City Clerk,) and Shannon Bell – Director of Finance.

Regrets: Michael Eger - Director of Planning, Building & Development.

CALL TO ORDER

A quorum being present Mayor Bob Maloney called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Goulden – acknowledged and thanked the Yorkton Exhibition Association; their volunteers, Board, and sponsors for a great Harvest Showdown last week – it was a very busy time in the city and she thanked all involved for hosting a great event.

Mayor Maloney passed the chair to Deputy Mayor Goulden at 5:02 p.m.
Mayor Maloney passed “Congratulations” on to the Legion as the Flag of Remembrance was raised at City Hall last Saturday, November 5, 2016. Mayor Maloney reminded everyone that Remembrance Day Ceremonies will be held on Friday, November 11, 2016 at the Gallagher Centre Nexera Flexihall, as well as a banquet on Friday evening, and he urged everyone to get tickets if you have not already done so, as they go fast. Mayor Maloney congratulated the Legion on all the work they are doing this week, getting ready for Remembrance Day and for visiting schools with the Colour Party. Overall there are a lot of activities happening, and Mayor Maloney encouraged everyone to get out and support our Legion and our Veterans this Friday!
Mayor Maloney reclaimed the chair from Deputy Mayor Goulden at 5:03 p.m.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Address – Conservative Member of Parliament of Yorkton-Melville - Congratulations to New City Council Members of 2016-2020

An email received on October 20, 2016 from the office of Cathay Wagantall, Member of Parliament (M.P.) requesting to serve a congratulatory address to the new City of Yorkton Council for the 2016-2020 term was circulated for the consideration of Council. Cathay Wagantall, M.P. for Yorkton-Melville was in attendance to address Council.

Councillor Goulden declared a Conflict of Interest for the next item on the agenda stating that she is an employee of the Yorkton Film Festival and excused herself from Council Chambers - 5:07 p.m.

Presentation – The Yorkton Film Festival Recognition of the Yorkton Film Festival as Recipient of the Saskatchewan Arts Award for Leadership - Organization and request to display at City Hall

An email received on November 7, 2016, from Scott Stelmaschuk – Festival Coordinator of the Yorkton Film Festival, requesting recognition of the Yorkton Film Festival as the Recipient of the Saskatchewan Arts Award for Leadership -Organization and request to display the award at City Hall, was circulated for the consideration of Council. Keith Hayward Co-Chairperson of Yorkton Film Festival, along with Debbie Hayward, Board Member, were in attendance to make a presentation to Council.

Councillor Goulden was invited back into Council Chambers as the matter she had declared a Conflict of Interest in had been discussed - 5:10 p.m..

Director of Planning, Building and Development - Proposed Bylaw No. 16/2016 – Yorkton Regional Planning District Plan - Adoption of a District Plan [1st Reading]

A report dated November 2, 2016, from the Director of Planning, Building & Development, regarding Proposed Bylaw No. 16/2016 – Yorkton Regional Planning District Plan – Adoption of a District Plan, was circulated for the consideration of Council. In the absence of Michael Eger - Director of Planning, Building & Development, Lonnie Kaal - City Manager presented the report to council.

Mayor Maloney had turned the Chair over to Deputy Mayor Goulden prior to the vote taking place on the above motion - 5:15- 5:16 p.m.

Director of Community Development, Parks and Recreation - Parade Permit Policy

A report dated November 2, 2016, from the Director of Community Development, Parks and Recreation regarding the Parade Permit Policy, was circulated for the consideration of Council. Darcy McLeod - Director of Community Development, Parks and Recreation was in attendance to present his report.

Director of Engineering and Asset Management and Bylaw Coordinator – Parking Meter Consideration

A report dated November 2, 2016, from the Director of Engineering and Asset Management and the Bylaw Coordinator regarding Downtown Parking Meters, was circulated for the consideration of Council. René Richard - Director of Engineering and Asset Management and Nicole Baptist, Bylaw Coordinator, were in attendance to present their report.

That Council approve that all Parking Meters on the City streets and City owned parking lots be replaced and therefore authorize the purchase of 13 single head smart parking meters and 4 multi-space parking meter machines, with funding to a maximum of $50,000 to be provided through the 2017 Capital Budget.
