REGULAR COUNCIL MEETING MINUTES
November 21, 2016

Minutes of the Regular Council Meeting held on Monday, November 21, 2016 in City Hall Council Chambers.

Present: Mayor Bob Maloney, Councillors: Ken Chyz, Quinn Haider, Mitch Hippsley, Aaron Kienle, and Darcy Zaharia.

Staff Members Present within the bar: Lonnie Kaal - City Manager, Kathy Ritchie - Director of Legislation and Procedures (City Clerk,) Shannon Bell – Director of Finance, and Michael Eger - Director of Planning, Building & Development.

CALL TO ORDER

A quorum being present Mayor Bob Maloney called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

That the Regular Council Meeting Agenda and Committee of the Whole Council Meeting Agenda be approved as presented.***

That the Regular Council Meeting Agenda be amended by inserting an item under Reports of Council, Committees and Matters Referred, being ‘Mayor – Gallagher Centre Management Board Appointments for 2016.’

That the Regular Council Meeting Agenda be approved as amended and the Committee of the Whole Council Meeting Agenda be approved as presented.

PUBLIC ACKNOWLEDGEMENTS

Councillor Chyz announced that Cliff Tremblay of the Deer Park Men’s Club presented a cheque to the City for construction of new tee boxes at Deer Park in the amount of $70,000.00 and that goes along with presentations from the Deer Park Ladies for $2,000.00, the Deer Park Senior Men’s Club for $5,648.00, and surplus funds from the 2015 Canadian Junior Girl’s Championship that was held at Deer Park, making the donation a total of $88,573.52 raised by the members of Deer Park and this is very greatly appreciated!

Councillor Kienle acknowledged the staff and students of the schools in our City that put together Remembrance Day programs in the days leading up to the 11th of November. Councillor Kienle also extends thanks to all the Veterans and Members of the Legion that attended these events. Councillor Kienle was happy to attend the Sacred Heart High School and Columbia Elementary School Remembrance Day programs which were excellent.

Councillor Kienle acknowledged all the people, organizations and businesses that are participating in the ‘Movember Event’ it’s positive to not only see the funds raised, but also the level of awareness on Men’s health issues being raised, and especially those with cancer and mental health.

Director of Legislation and Procedures (City Clerk) - Acting Deputy Mayor Appointments: November, 2016 – February, 2018

A report dated November 17, 2016, from the Director of Legislation and Procedures (City Clerk,) regarding Acting Deputy Mayor Appointments: November, 2016 – February, 2018, was circulated for the consideration of Council. Kathy Ritchie, Director of Legislation and Procedures (City Clerk) presented the report to Council.

That Council approve that the Acting Deputy Mayor position be appointed as follows, in the event that the Deputy Mayor or previously designated Deputy Mayor(s) are absent from the council meeting: 1st Acting Deputy Mayor – Councillor Darcy Zaharia; 2nd Acting Deputy Mayor – Councillor Aaron Kienle; 3rd Acting Deputy Mayor – Mitch Hippsley; and further that these appointments will terminate on February 28, 2018, as at that time there will be a sufficient Deputy Mayor history to support the holding of a council meeting without a loss of quorum.

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

Presentation – Canadian Red Cross – Western Zone - Friendly Visiting Program – Information Sharing

A letter received on November 1, 2016 from Andrea Leclair – Friendly Visiting Coordinator of the Canadian Red Cross – Western Zone, requesting to appear before Council to present on the Friendly Visiting Program was circulated for the consideration of Council. Andrea Leclair, Friendly Visiting Coordinator was in attendance to make a presentation to Council.

A report dated November 17, 2016, from the Land Use Planner, regarding Proposed Bylaw No. 17/2016 – Amendment to Zoning Bylaw No. 14/2003 – Rezone 53 Sixth Avenue North from CZ Contract Zone to MXURB Mixed Use Residential – Business [1st Reading], was circulated for the consideration of Council. Carleen Koroluk, Land Use Planner, was in attendance to present the report to Council.

That Bylaw No. 17/2016, a bylaw of the City of Yorkton in the Province of Saskatchewan to amend Zoning Bylaw No. 14/2003 by rezoning Lot 9, Block 7, Plan 00Y05677, civically known as 53 Sixth Avenue North, from CZ Contract Zone to MXURB Mixed Use Residential-Business, be given 1st Reading, and that Administration be authorized to proceed with the Public Notice process.

Director of Engineering and Asset Management & Bylaw Coordinator - Proposed Bylaw No. 18/2016 – Traffic Bylaw

A report dated November 17, 2016, from the Director of Engineering and Asset Management and the Bylaw Coordinator, regarding Proposed Bylaw No. 18/2016 Traffic Bylaw, was circulated for the consideration of Council. René Richard, Director of Engineering and Asset Management and Nicole Baptist, Bylaw Coordinator, were in attendance to present the report to Council.
