REGULAR COUNCIL MEETING MINUTES
December 12, 2016

Minutes of the Regular Council Meeting held on Monday, December 12, 2016 in City Hall Council Chambers.

Present: Mayor Bob Maloney, Councillors: Ken Chyz, Randy Goulden, Quinn Haider, Mitch Hippsley, Aaron Kienle, and Darcy Zaharia.

Staff Members Present within the bar: Lonnie Kaal - City Manager, Kathy Ritchie - Director of Legislation and Procedures (City Clerk,) Shannon Bell – Director of Finance and Michael Eger - Director of Planning, Building & Development.

CALL TO ORDER

A quorum being present Mayor Bob Maloney called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Goulden acknowledged that both her and Mayor Maloney attended an event hosted at the Dr. Brass School for the ‘Prevention for Violence Against Women’. Thanks to those who sponsored the event. It was encouraging to hear and see the students there talk about violence to women and bullying.
Councillor Goulden had also attended the Family Resource Centre, SIGN on Broadway – Annual Christmas Party for families. It was a great event and there were children and families everywhere. Numerous volunteers were there taking pictures, offering horse drawn sleigh rides, providing food and the equipment was being played on by numerous children. It was a great event for those who attended.

Councillor Kienle acknowledged the work and incredible success of YBID and Parade Marshal – Mervin Laird for the Santa Clause Parade. He and his family and many other he talked to, really enjoyed it.
Councillor Kienle also acknowledged the 6th Annual Festival of Cultures that was held awhile back, a great day filled with others cultures, and thanks to those volunteers who organized this event. He stated that he especially enjoys all of the food and is looking forward to next year’s event.

Councillor Hippsley acknowledged the ‘Old Guard at the Remembrance Day’ ceremonies activity that happened in the median of Darlington Street and 2nd Avenue North. It is hosted by volunteers and he truly appreciates that people have not forgotten to acknowledge the service at this original location.
Councillor Hippsley, also welcomed winter, commenting on the incredible job that the crews of Yorkton do in snow clearing within the City, stating that people are fortunate here as the services we receive are exceptional compared to numerous other communities and we sometimes take for granted what we get.

Recreation Services Manager - Proclamation Request – ‘Active Living Month’

A report dated November 23, 2016 from the Recreation Services Manager, regarding a proclamation request for January 2017 to be ‘Active Living Month’ in the City of Yorkton was circulated for the consideration of Council. Taylor Morrison - Recreation Services Manager was in attendance to make a presentation to Council.

Public Hearing - Proposed Bylaw No. 16/2016 – Yorkton Regional Planning District – Adoption of a District Plan

There were no written submissions received and no petitioners were present in Council Chambers to speak for or against proposed Bylaw No. 16/2016, A Bylaw of the City of Yorkton in the Province of Saskatchewan to Provide for the Adoption of the Yorkton Regional Planning District –District Plan.

Public Hearing - Proposed Bylaw No. 17/2016 – Amendment to Zoning Bylaw No. 14/2003 – Rezone 53 Sixth Avenue North from CZ Contract Zone to MXURB Mixed Use Residential - Business

There were no written submissions received and no petitioners were present in Council Chambers to speak for or against proposed Bylaw No. 17/2016, A Bylaw of the City of Yorkton in the Province of Saskatchewan to Amend Zoning Bylaw No. 14/2003 by Rezoning Lot 9, Block 7, Plan 00Y05677, Civically known as 53 Sixth Avenue North from CZ Contract Zone to MXURB Mixed Use Residential – Business.

Public Hearing - Proposed Bylaw No. 18/2016 – Traffic Bylaw

The City Clerk stated that there was one (1) written submission received by the City Clerk’s office on December 7, 2016 from the Yorkton Chamber of Commerce that was provided to Council as part of the Council package. Juanita Polegi – Executive Director of the Yorkton Chamber of Commerce was in attendance to present the submission. The City Clerk also stated that there were no other petitioner(s) present in Council Chambers to speak for or against proposed Bylaw No. 18/2016, A Bylaw of the City of Yorkton in the Province of Saskatchewan to Regulate Traffic, the Use of Public Streets and to Preserve Order Thereon.

In the absence of René Richard - Director of Engineering and Asset Management, Nicole Baptist - Bylaw Coordinator and Brian Stanicki – Assistant Director of Public Works, presented the report to Council.

A report dated November 23, 2016, from the Director of Finance regarding the Option for City of Yorkton to provide its own Assessment Appraisal for Taxation Purposes, was circulated for the consideration of Council. Shannon Bell - Director of Finance presented the report to Council.

That Council approve that the assessment appraisal services for the City of Yorkton continue to be provided by the Saskatchewan Assessment Management Agency as their services and expertise exceed what it would cost to provide the same level of service in-house.

R.C.M.P. Staff Sergeant - Yorkton City Detachment - R.C.M.P. Flag

A report dated December 2, 2016, from the R.C.M.P. Staff Sergeant regarding a request for the Yorkton City Detachment - R.C.M.P. flag to be flown at City Hall, was circulated for the consideration of Council. Jeff Simpson - R.C.M.P. Staff Sergeant was in attendance to present the report to Council.

That Council approve the flying of the RCMP flag at City Hall Park on the courtesy flag pole, whenever it is not being used by another group or organization; and further that consideration be given to erecting a fifth flag pole in order to fly the RCMP flag constantly, with Administration being directed to bring forth the financial implications to the 2017 budget deliberation discussions.

Community Development Manager - Canada 150 Mosaic

A report dated December 5, 2016, from the Community Development Manager regarding the Canada 150 Mosaic, was circulated for the consideration of Council. Lisa Washington - Community Development Manager was in attendance to present the report to Council.

That Council authorize Administration to enter into a Service Agreement with Canada 150 Mosaic committing the City of Yorkton to become a participant in the National Mural being created Canada wide representing communities from every province and territory, in celebration of Canada’s 150th birthday; and further that $23,000.00 be designated from the 2017 operating budget for this project, should the City of Yorkton be chosen as a participant; and further that Administration continue to explore additional funding options to minimize the City’s investment.

That Council accept Recommendation No. C00067-2016 from the Committee of the Whole Council that the City of Yorkton - Yorkton Housing Committee, be discontinued in accordance with the four-year review cited in the Yorkton Housing Committee Terms of Reference, as the mandate of this committee has been met and the present needs are more aligned with an outside existing Housing Committee, and therefore the members be notified of this decision on behalf of Council.
