REGULAR COUNCIL MEETING MINUTES
January 9, 2017

Minutes of the Regular Council Meeting held on Monday, January 9, 2017 in City Hall Council Chambers.

Present: Mayor Bob Maloney, Councillors: Ken Chyz, Randy Goulden, Quinn Haider, and Aaron Kienle.

Staff Members Present within the bar: Lonnie Kaal - City Manager, Kathy Ritchie - Director of Legislation and Procedures (City Clerk,) Shannon Bell – Director of Finance and Michael Eger - Director of Planning, Building & Development.

CALL TO ORDER

A quorum being present Mayor Bob Maloney called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Goulden – expressed to all of those who recognize and celebrate Ukrainian Christmas, in the Ukrainian language – ‘A Merry Christmas and Happy New Year!’

Councillor Haider – acknowledged the ‘Active Living Month’ happening in the City this month of January, and encouraged residents to take advantage of the activities going on in the City to promote it. Councillor Haider shared that he and his family went to the Gloria Hayden Walking track, and also the Gallagher Centre Water Park on the weekend, and expressed that this is great way to get active and burn off some of the Christmas pounds that may have been gained! Councillor Haider also acknowledged that this coming Saturday, it’s the 100th Anniversary of Sacred Heart in Yorkton. There are a number of different activities going on such as a ‘Divine Liturgy’ at 1:00 p.m., school tours, displays within the schools, and banquet and gathering afterwards. If anyone is interested in tickets, get a hold of anyone at Sacred Heart, or at the School Board office.

Councillor Kienle – acknowledged the Yorkton Terriers Organization who on New Year’s Eve hosted a ‘Skate with the Terriers Evening.’ Councillor Kienle attended with his children, and a neighbor, and he states that it was a great time, the event was well attended, and he thanks all those from the organization and the players who attended it.

A report dated January 4, 2017, from the Director of Engineering and Asset Management and the Bylaw Coordinator, regarding Proposed Bylaw No. 18/2016 – The Traffic Bylaw, was circulated for the consideration of Council. That Council approve that Regular Meetings of Council be re-scheduled to be held every three-weeks, year round, commencing with the 2017 calendar year, and should a meeting date fall on a statutory holiday that the meeting be moved to the next business day; and further that the ‘2017 Council Meeting 3-Week Schedule Calendar’ as attached hereto be approved.

Fleet Operations Manager - 2017-2019 Fuel Tender

A report dated January 3, 2017, from the Fleet Operations Manager regarding a 2017-2019 Fuel Tender was circulated for the consideration of Council. Johnathan Oranchuk – Fleet Operations Manager was in attendance to present the report to Council.

That Council approve that the City of Yorkton 2017-2019 Fuel Tender, be awarded to Brendonn Holdings for a tender price of $0.6165 per litre for gasoline and $0.6365 per litre for diesel, acknowledging that pricing will be adjusted weekly based on the average rack price adjustment for each fuel for the previous week, plus a fixed margin which is locked for the full term of the contract; and further that the Mayor and City Clerk be authorized to sign the agreement.

That Council accept Recommendation No. C00002-2017 from the Committee of the Whole Council to approve the amendments made to the ‘Leasing of City Owned Lands Policy No. 10.230’ as presented in the report to the Committee of the Whole Council; and further that Administration be directed to proceed with the Public Offering to lease the N.E. 12-26-4-W2 for the term of April 15, 2017 to December 31, 2020, in accordance with Policy No. 10.230 – ‘Leasing of City Owned Lands’
