REGULAR COUNCIL MEETING MINUTES
February 21, 2017

Minutes of the Regular Council Meeting held on Tuesday, February 21, 2017 in City Hall Council Chambers.

Present: Mayor Bob Maloney, Councillors: Ken Chyz, Randy Goulden, Quinn Haider, Mitch Hippsley, Aaron Kienle, and Darcy Zaharia.

Staff Members Present within the bar: Lonnie Kaal – City Manager, Kathy Ritchie - Director of Legislation and Procedures (City Clerk,) Shannon Bell – Director of Finance.

Regrets: Michael Eger - Director of Planning, Building & Development.

CALL TO ORDER

A quorum being present Mayor Bob Maloney called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Kienle acknowledged Mayor Maloney’s and Councillor Goulden’s work with SUMA. He stated that it was something to see them in action during the Saskatchewan Urban Municipalities Association Annual Convention hosted in Saskatoon a couple of weeks ago. Councillor Kienle stated that they are both well respected municipal leaders in our province and that he is proud of them!

Councillor Kienle also acknowledged that Family Week is being celebrated this week in Yorkton! He mentioned that during this week there are a variety of free activities at the Gallagher Centre, Gloria Hayden Community Centre and the Kinsmen Arena. He encourages those interested to please check out the website at www.yorkton.ca and also social media for more information, as there are still a few days left in the week to take advantage of the events!

Councillor Chyz mentioned that he attended the Yorkton Cardinals Annual General Meeting on February 19, 2017 and with the passing of Bill Sobkow, they have elected a new president. The Cardinals had one of their best seasons they’ve ever had last year and showed a bit of a profit. It is looking like another great season this year.

Mayor - York Lake Regional Park Authority Board Appointments

A letter dated February 11, 2017 from York Lake Regional Park Administration regarding the annual York Lake Regional Park Authority (YLRPA) Representatives 2017, was received by the City of Yorkton. Subsequently, a letter dated February 13, 2017 received from His Worship Bob Maloney regarding the York Lake Regional Park Authority Board Appointments for 2017 was circulated for the consideration of Council. Mayor Maloney presented the appointment proposal to Council.

Yorkton Kinsmen and Kinettes Clubs - Proclamation Request – February 27-March 6, 2017 as ‘Kin Week’ in Yorkton

An email received February 13, 2017 from the Yorkton Kinsmen and Kinettes Clubs regarding a request for February 27 – March 6, 2017 to be proclaimed as ‘Kin Week’ in the City of Yorkton, as well as requesting a flag raising, was circulated for the consideration of Council. Jeffery Swanson - President of the Yorkton Kinsmen Club and Sarah Kowalchuk –President of the Yorkton Kinette Club were in attendance to present to Council.

That the Council of the City of Yorkton authorize His Worship Mayor Maloney to proclaim February 27-March 6, 2017 as ‘Kin Week’ in the City of Yorkton, and further for the Kin Flag to be raised in City Hall Park and be flown for ‘Kin Week 2017.’

Main Street Saskatchewan - Presentation – Overview of Main Street Saskatchewan Program

A letter received February 15, 2017 from the Yorkton Main Street Saskatchewan Program regarding information on the Main Street Saskatchewan Program was circulated for the consideration of Council. Justine Lutz of the Yorkton Main Street Saskatchewan Program was in attendance to present to Council.

Director of Engineering and Asset Management - Equipment Purchases: Two (2) One-Ton Trucks

A report dated February 13, 2017, from the Director of Engineering and Asset Management regarding Equipment Purchases of Two (2) One-Ton Trucks was circulated for the consideration of Council. René Richard - Director of Engineering and Asset Management was in attendance to present the report to Council.

Director of Community Development, Parks and Recreation - Remove Gladstone Cemetery Location Designation

A report dated February 13, 2017, from the Director of Community Development, Parks and Recreation regarding the Removal of the Gladstone Cemetery Location Designation was circulated for the consideration of Council. Darcy McLeod – Director of Community Development, Parks and Recreation was in attendance to present the report to Council.

That as the 24 acre parcel of land located on the S.W. 35-25-4-W2, Registered Plan No. 77Y06057 is no longer required as a future site for a cemetery given the existing cemetery site will accommodate the next 30 year needs of after death care, that council approve that the ‘Cemetery’ designation of these lands be removed and the lands be made available for other development uses.

That Council accept the recommendation of the Committee of the Whole Council to direct Administration to post the 2017 Operating & Capital Budgets report in its entirety on the City's website for the public to access and review; and further to table the adoption of the 2017 Budgets until after the 2017 Provincial Budget is released, in order for potential further grant funding decreases to be considered.

That Council accept the recommendation of the Committee of the Whole Council to authorize Administration to proceed with terminating the Lease Agreement with the York Lake Regional Park Authority, for the office space they lease at the Gloria Hayden Community Centre, as the City requires this additional space to conduct the daily operations of the facility and the Recreation Services Division as a whole; and further that in order to meet the City’s required contribution to this organization, an annual grant of $1,015.41 (pro-rated for 2017 according to the lease end date) be paid directly to the York Lake Regional Park Authority.

That Council accept the recommendation of the Committee of the Whole Council that, pursuant to the terms of HeadStart on a Home Policy 10.290:
1. The application for a $5,000 home equity grant affecting property, legally described as Lot 13, Block C, Plan 102142640 be approved;
2. Administration be authorized to direct up to $5,000 of the municipal property taxes for the affected property towards repayment of the grant; and
3. Administration be authorized to enter into a $5,000 mortgage with the prospective owners and register it on the title of the affected property.

That Council accept the recommendation of the Committee of the Whole Council that Administration be directed to review and reduce parking rate requirements for theatres and retail uses in the C3 Highway Commercial zone in order to remove barriers to future development.
