REGULAR COUNCIL MEETING MINUTES
March 13, 2017

Minutes of the Regular Council Meeting held on Monday, March 13, 2017 in City Hall Council Chambers.

Present: Mayor Bob Maloney, Councillors: Ken Chyz, Quinn Haider, Mitch Hippsley, Aaron Kienle, and Darcy Zaharia.

Staff Members Present within the bar: Lonnie Kaal – City Manager, Jessica Matsalla – Acting Director of Legislation and Procedures (City Clerk,) Shannon Bell – Director of Finance, and Michael Eger – Director of Planning, Building and Development.

CALL TO ORDER

A quorum being present Mayor Bob Maloney called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Kienle acknowledged the road crews in Yorkton. He stated that they did an excellent job after the blizzard came through. Councillor Kienle received emails and had conversations in the mall and everybody was quite positive, and states that the couple of issues that were out there were rectified quickly, and he thanks everyone for that and encourages everyone to keep up the good work; expressed that hopefully we don’t experience more extreme weather!

Councillor Haider acknowledged ReDiscover Downtown for their efforts with the Casino Royale event that happened in Yorkton a couple of weeks ago. Councillor Haider expressed that he’s never experienced anything like that in the City of Yorkton before, and it was a very wonderful, creative evening, and stated it was a “job well done.”

Councillor Hippsley reminded everyone about the annual Yorkton Terrier Lotto, that there’s a lot of good stuff in it, and the draw date is April 8, 2017. He encouraged everyone to get tickets, and noted there’s a 50/50 draw, there’s real choice of what you can win, it’s a great cause and they count on you!

Mayor Maloney passed on regrets from Councillor Goulden who is away working in the Ukraine on behalf of the Federation of Canadian Municipalities (FCM) in Live, Poltava, and Kiev, and she wishes us a good meeting while she’s out of the country.

Yorkton Arts Council – Presentation – World Poetry Day (March 21, 2017) – Poetry Reading

An email received February 2, 2017 from the Yorkton Arts Council regarding the recognition of ‘World Poetry Day’ on March 21, 2017 was circulated for the consideration of Council. Tonia Vermette, of the Yorkton Arts Council, along with Brenda Wong and Marge Chernipeski of the Parkland Writers Alliance were present in support of Hayley-Jayde Polachek, of the Parkland Writers Alliance who was present in Council Chambers to read a piece of her poetry entitled “Blizzard.”

An email received February 15, 2017 from Laura Budd regarding a request for March 26-April 1, 2017 to be proclaimed as ‘Gender Diversity Week’ in the City of Yorkton was circulated for the consideration of Council. Laura Budd – Education Coordinator of Moose Jaw Pride Inc. was in attendance to present to Council.

That Council accept the recommendation of the Committee of the Whole Council to direct Administration to provide the support of a City Network Administrator (I.T. staff) to the Parkland Outdoor Show and Expo at the set-up of their show at the Gallagher Center – Flexi-Hall in April, 2017, to ensure that that cellular/Wi-Fi connection is working to the best of its ability so that vendors may use payment device technology.
