REGULAR COUNCIL MEETING MINUTES
April 3, 2017

Minutes of the Regular Council Meeting held on Monday, April 3, 2017 in City Hall Council Chambers.

Present: Mayor Bob Maloney, Councillors: Randy Goulden, Quinn Haider, Mitch Hippsley, Aaron Kienle, and Darcy Zaharia.

Staff Members Present within the bar: Lonnie Kaal – City Manager, Jessica Matsalla – Acting Director of Legislation and Procedures (City Clerk,) Shannon Bell – Director of Finance, and Michael Eger – Director of Planning, Building and Development.

CALL TO ORDER

A quorum being present Mayor Bob Maloney called the meeting to order at 5:00 p.m.

PUBLIC ACKNOWLEDGEMENTS

Councillor Zaharia acknowledged that the Parkland Outdoor Show and Expo is in it’s sixth year and he was in attendance there again this year. He congratulated coordinator Darren Wandy and his group for putting on an ‘awesome show’ which raises a lot of money for the youth in Yorkton for archery and outdoor hunting. Councillor Zaharia stated that the show brings in a lot of different people from all over Canada and the United States to Yorkton to enjoy the city, as well as draws a lot of big companies to the city and Yorkton gets exposure that way as well. He passes kudos to Darren and his team for a job well done!

Councillor Goulden acknowledged the passing of long-time city resident Mrs. Ivy Stout and sends condolences to her family on behalf of City Council, Administration, and the Citizens of Yorkton. Ivy was a huge contributor to our community, and had been a member of many of the committees throughout the city: the Multicultural Committee, Yorkton Film Festival, the Recreation Board, as well as a driving force for the Scottish Association, especially for Robbie Burns Night celebrations. Those attending committee meetings were often treated to Ivy’s wonderful shortbread. Councillor Goulden states we remember Ivy with fond memories, with a smile on our faces, because that’s what she brought to our city!

A letter received February 24, 2017 from the Yellowhead Flyaway Birding Trail Association regarding a request for April 22, 2017 to be proclaimed as ‘Earth Day’ in Yorkton was circulated for the consideration of Council. Paula Maier, chairperson, along with Carol Bolt, Heather Torrie and Martin Phillips of the Yellowhead Flyaway Birding Trail Association were present in support of the request. Paula Maier presented to Council.

Western Major Baseball League - Informational Presentation on Yorkton Cardinals Baseball Club (WMBL)

An email received March 22, 2017 from Kevin Kvame regarding an informational presentation on the Western Major Baseball League (WMBL) and the Yorkton Cardinals Baseball Club was circulated for the consideration of Council. Members of the Yorkton Cardinals Baseball Club Board of Directors, Karen Marshall, Greg Andreychuk, Tammy Vaughn, and Lyle Vaughn were in attendance in Council Chambers, as well as Kevin Kvame – President of the WMBL who made a presentation to Council.

That Bylaw No. 4/2017, being a Bylaw of the City of Yorkton in the Province of Saskatchewan to Establish Procedures for the Issuance and Enforcement of Building Permits and to provide for fees thereof and cited as “The Building Bylaw”, be amended as follows:
a) Section 5 – add subsection 5.8 reading “It is the responsibility of the owner to ensure that City infrastructure is not damaged during construction or demolition. In the event that City infrastructure is damaged, it is the responsibility of the owner to repair the damages to the current City standard within 30 days of the completion of the construction or demolition.”
b) Section 7 – remove subsections 7.8, 7.9, 7.10 and 7.11.
c) Schedule “A” – change the fee for item 1. f) “Residential Deck”, in column 2 to “$80.00”.
d) Schedule “A” – remove item 6. “Demolition Deposit”.
e) Schedule “A” – add item after “All other Construction Not Noted Above” entitled “SAMA Inspection Fee for all Permits” in column 1 and insert a fee of “$20.00” in column 2.
