REGULAR COUNCIL MEETING MINUTES
April 24, 2017

Minutes of the Regular Council Meeting held on Monday, April 24, 2017 in City Hall Council Chambers.

Present: Mayor Bob Maloney, Councillors: Ken Chyz, Randy Goulden, Quinn Haider, Mitch Hippsley, Aaron Kienle, and Darcy Zaharia.

Staff Members Present within the bar: Lonnie Kaal – City Manager, Jessica Matsalla – Acting Director of Legislation and Procedures (City Clerk,) Shannon Bell – Director of Finance, and Michael Eger – Director of Planning, Building and Development.

CALL TO ORDER

A quorum being present Mayor Bob Maloney called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Haider acknowledged the Good Spirit School Division and Christ the Teacher Catholic School Division – the annual Student/Teacher Benefit hockey game was played and $13,271 was raised by volunteers, and the local businesses who donated. The funds were donated to two wonderful kids: Zachary Pelly, and to Serenity Fabrik, and the event was a big success. Councillor Haider stated that this game is a great tradition and he hopes it continues for many years.

Councillor Haider acknowledged all of the volunteers from the Parkland Dance Festival for the great job they did on the weekend. They held their festival and it was a huge success. Special thanks to Mrs. Haider for her involvement in organizing the Festival.

Councillor Goulden in recognition of Volunteer Appreciation Week which was authorized by Council at the April 3, 2017 Council Meeting, thanked the many volunteers in our city who continue to do the things that make this a place ‘Where Good Things Happen.’ She acknowledged the many volunteers that graced Council Chambers that evening.

Councillor Zaharia congratulated the basketball coaching staff (Jason Payne and Garret Karcha and helpers) at the Yorkton Regional High School and Sacred Heart High School. From April 7-9, 2017 they ran their Fourth Annual Senior Tournament with ten Men’s teams and four Women’s teams. He stated that the event is very positive as people from all over Saskatchewan (Prince Albert, Saskatoon, Regina, etc.) come to our community, we receive a lot of exposure, and funds are raised for the respective basketball programs.

Councillor Kienle acknowledged that it was ‘Earth Day’ and congratulated anyone who got out to celebrate it. There was a group that met at Patrick Park to collect garbage which was a positive result! Councillor Kienle encouraged everyone to be cognizant that every day is Earth Day, and to take a little better care of our earth.

Councillor Hippsley acknowledged our road crews crack filling, and he passed along thanks for maintaining our streets!

Mayor Maloney acknowledged the 4-H Regional Show saw 16 clubs attend this past weekend at the Gallagher Centre – another amazing outing for them!

Mayor Maloney acknowledged that the Yellowhead Flyaway Birding Association held an Earth Day activity in the city – a program that spoke about wildlife and nature. Mr. Mayor stated how good it is to see these kinds of events happening.

Red Hat Society – Yorkton Chapter - Proclamation & Flag Raising Request – May 1-6, 2017 as ‘Red Hat Society Week’ in Yorkton
A letter received November 16, 2016 from the Yorkton Chapter of the Red Hat Society regarding a request for May 1-6, 2017 to be proclaimed as ‘Red Hat Society Week’ in Yorkton and for a flag raising in City Hall Park was circulated for the consideration of Council. Several members of the Yorkton Chapter Red Hat Society were present in support of the request. Planning Committee member, and ‘Past Queen’ Kaye Kuemper of the Red Hat Society presented to Council.

An email received April 4, 2017 from Canadian Pacific Railway (CPR) regarding a request for April 24-30, 2017 to be proclaimed as ‘Rail Safety Week’ in Yorkton was circulated for the consideration of Council. Mike LoVecchio – Director of Government Affairs for CPR was in attendance to make a presentation to Council.

Gary Hutton, and George Plews - Members of Habitat for Humanity Yorkton Committee, Cory Britton – Director of Education & Employment with the Saskatchewan Ministry of Justice, and Twila Mund, Director of Whitespruce Provincial Training Centre were in attendance in support of the presentation. Sylvia Henheffer – Co-Chair of Habitat for Humanity Yorkton, and Tracy Mazur - Acting CEO of Habitat for Humanity Regina were also in attendance to make a presentation to Council.

A report dated April 18, 2017 from the Community Development Manager regarding a request for May 7-13, 2017 to be declared as ‘Emergency Preparedness Week’ in Yorkton was circulated for the consideration of Council. Lisa Washington – Community Development Manager was in attendance to make a presentation to Council.

Mayor Maloney passed the chair to Deputy Mayor Chyz prior to the vote 5:48-5:49 p.m.

Public Hearing – Discretionary Use Application 01-2017 for 139 Good Spirit Crescent [4 Written Public Submissions Received (2 in Support, 2 in Opposition)]
The Acting City Clerk stated that there were two (2) written submissions received in support of the Discretionary Use Application 01-2017 for 139 Good Spirit Crescent, and two (2) written submissions received in opposition. She read aloud verbatim one letter of support received from Stephen Onda. She also stated there was one (1) petitioner present in Council Chambers, Stephen Rosowsky, to speak in support of the application. Stephen’s letter accounted for one (1) of the written submissions in support received at the City Clerk’s office.

Supporting Presenter Stephen Rosowsky was at the podium 5:51- 5:56 p.m.

The Acting City Clerk then read aloud verbatim the two (2) letters of opposition to the Discretionary Use Application 01-2017 for 139 Good Spirit Crescent from Greg Soke, and Kyle Soke.

The Acting City Clerk stated that there were no petitioners present in Council Chambers to speak against the proposed application.

René Richard – Director of Engineering and Asset Management was present in Council Chambers and spoke to Council at the podium regarding the proposed round-about at the intersection of Darlington and Dracup – 6:22 p.m.

Michael Buchholzer – Director of Environmental Services and Capital Projects was present in Council Chambers and spoke to Council at the podium regarding the landfill – 6:30 p.m.

René Richard – Director of Engineering and Asset Management spoke a second time to Council at the podium regarding a traffic study for the proposed round-about at the intersection of Darlington and Dracup – 6:32 p.m.
