REGULAR COUNCIL MEETING MINUTES
May 15, 2017

Minutes of the Regular Council Meeting held on Monday, May 15, 2017 in City Hall Council Chambers.

Present: Deputy Mayor Ken Chyz, Councillors: Randy Goulden, Quinn Haider, Aaron Kienle, and Darcy Zaharia.

Staff Members Present within the bar: Lonnie Kaal – City Manager, Jessica Matsalla – Acting Director of Legislation and Procedures (City Clerk,) Terry Schneider – Impending Director of Legislation and Procedures (City Clerk,) Shannon Bell – Director of Finance, and Michael Eger – Director of Planning, Building and Development.

CALL TO ORDER

A quorum being present and in the absence of Mayor Bob Maloney, Deputy Mayor Ken Chyz called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Councillor Goulden along with Councillor Kienle attended the kick-off to Bike Safety Week in Yorkton held at Yorkdale School on May 15, 2017. Councillor Goulden thanked all the partners that took part in the launch and that will be participating at all the bike rodeos that are occurring at the schools over the course of the week. Partners who are making this a reality are the R.C.M.P., Canadian Tire, Painted Hand Community Development Corporation, the Fire Department. Because of their support, the youth of our city will be learning the rules of the road, have safe bikes to ride, and helmets to wear. Our goal is to keep our children safe!

Councillor Kienle acknowledged that the Yorkton Exhibition Summer Fair dates for 2017 have been set for July 5-8, 2017. He noted that no rates have been raised which is a benefit for families and it should be a good event. Councillor Kienle mentioned a list of things going on during the Fair and he highlighted some extra special nights on the Friday, and Saturday during the Fair, as there is some live entertainment planned that the Community should really like!

Councillor Kienle acknowledged the launch of Bike Safety Week. He encouraged everyone to wear helmets and follow the rules of the road. He also encouraged anyone who is not a cyclist to be mindful of the cyclists on the road!

Councillor Haider acknowledged that he attended the R.C.M.P. Regimental Ball. He stated that it was a wonderful evening with the proceeds going to the Boys and Girls Club. Councillor Haider stated that the evening was a great opportunity to show support to those who keep our community safe.

Councillor Randy Goulden declared a conflict of interest in the next two items on the agenda, as she is an employee for both organizations. She excused herself from Council Chambers – 5:06 p.m.

Yorkton Film Festival Board - Proclamation Request – May 22-28, 2017 as ‘Yorkton Film Festival Week’
A letter received May 3, 2017 from the Yorkton Film Festival regarding a request for May 22-28, 2017 to be proclaimed as ‘Yorkton Film Festival Week’ was circulated for the consideration of Council. Keith and Debbie Hayward - Festival Board Members attended to make a presentation to Council.

Tourism Yorkton - Proclamation Request – May 28-June 3, 2017 as ‘Tourism Week’ in Yorkton
A letter dated May 2, 2017 from Neil Thom – President of Tourism Yorkton regarding a request for May 28-June 3, 2017 to be proclaimed as ‘Tourism Week’ in Yorkton was circulated for the consideration of Council. Darlene Stakiw – a Yorkton Film Festival representative was in attendance to make a presentation to Council.

A photo opportunity occurred with Deputy Mayor Chyz and Darlene Stakiw of Yorkton Tourism. A cheque symbolic of the amount of dollars ($38,100,000.00) brought into the community from Yorkton Tourism was presented to Deputy Mayor Chyz by Darlene.

Councillor Randy Goulden was invited back into Council Chambers as the matters pertaining to the conflicts of interest she declared had been dealt with – 5:17 p.m.

Canadian Union of Postal Workers (CUPW) - Presentation re: Conversion of Community Mailboxes – Request for Council to accept recommendation of the Standing Committee on Government Operations to reinstate door to door mail delivery
Correspondence received April 18, 2017 from the Canadian Union of Postal Workers Local 824 (CUPW) regarding a request for City Council to accept recommendations of the Standing Committee on Government Operations to reinstate door-to-door mail delivery was circulated for the consideration of Council. Julee Sanderson – President of CUPW local 824 was in attendance in Council Chambers to make a presentation. Members of the Yorkton Post Office, and Ellen Bowles of CUPW Local 824 were in attendance in support of the presentation
