June 5, 2017

Minutes of the Regular Council Meeting held on Monday, June 5, 2017 in City Hall Council Chambers.

Council Present: Mayor Bob Maloney, Councillors Ken Chyz, Quinn Haider, Aaron Kienle, and Darcy Zaharia

City Administration Present within the bar: Lonnie Kaal – City Manager, Terrence Schneider – Director of Legislation and Procedures (City Clerk,) Shannon Bell – Director of Finance

CALL TO ORDER

A quorum being present Mayor Bob Maloney called the meeting to order at 5:00 p.m.

APPROVAL OF AGENDA

PUBLIC ACKNOWLEDGEMENTS

Mayor Maloney reported that Councillor Randy Goulden was away at the Federation of Canadian Municipalities (FCM) Conference in Ottawa, ON., where she received a certificate this week in recognition of her contributions to FCM. The Mayor extended congratulations to Councillor Goulden.

Mayor Maloney reported that Councillor Hippsley was unable to attend the Council Meeting of June 5, 2017 as he was away on business.

Councillor Chyz had the pleasure of attending the Yorkton Short Film and Video Festival and Golden Sheaf Awards Presentations. Councillor Chyz acknowledged the Yorkton Lions Club for hosting the Lobsterfest; the meal was fabulous and fun was had by all. Councillor Chyz had an opportunity to represent the City of Yorkton at the Gala, and also present a Golden Sheaf Award. Councillor Chyz congratulated Yorkton Film Festival’s Executive Director, Councillor Randy Goulden, along with her staff and volunteers on a job well done for hosting the event. Councillor Chyz also made mention that this is the Yorkton Film Festival’s 70th anniversary, and congratulated all involved in this milestone!

Councillor Kienle attended the 17th Annual Pow Wow at the Gallagher Centre sponsored by the Painted Hand Casino. He stated that it was a great event; he and his family were able to take in the events, competitions, and artisans there, and he encouraged future attendance to the event.

Councillor Kienle along with Councillor Chyz attended the opening screening event for the Yorkton Film Festival – and acknowledged this is such an “awesome event” that has happened in our community each year since 1947.

Councillor Kienle acknowledged that the Yorkton Cardinals (WMBL) had their home opener last week and they had a great event topped off with beautiful weather – and it was a great day to get out and watch some sports – just one of the many great things that happens in our community! Councillor Kienle also encouraged everyone to keep an eye out in the media (Social, newspaper, etc.) for events upcoming in our community to take part in!

Councillor Zaharia acknowledged efforts by a group lead by Ryan Effa of Yorkton Minor Football. Century Field required some maintenance so Ryan Effa arranged for material and time donations from local and surrounding businesses to improve the condition of the field: Potzus Construction donated truckloads of soil, and the use of equipment and labour. Ebenezer Co-op donated fertilizer, Northstar Seeds of Nipawin, SK. donated seed, and Flaman Rentals donated dump trailers. Councillor Zaharia acknowledged there was a big work crew out at the field working hard to get the field into great shape.

Councillor Zaharia acknowledged that the Kinsmen Club put up a beautiful brand new play structure out at York Lake Play Ground. York Lake Casino Owners, Potzus Construction, Yorkton Kinsmen (with a donation of $50,000) and Kinettes, Zapshalla Financial and Yorkton Concrete all helped out as well.

SaskTel Pioneers Club of Yorkton - Presentation and Invitation to the 10th Anniversary of the Park on Betts Avenue
A letter received May 24, 2017 from the SaskTel Pioneer Club of Yorkton regarding a request to present to Council regarding the 10th Anniversary of the Park on Betts Avenue was circulated for the consideration of Council. SaskTel Pioneer Club members Pat and Dave Roberts, Larry and Adeline Markham, Bev Nystrom, Vicky and Merv Laird, and Bernie Egilsson were present in the gallery in support of the presentation. Club member Jean Bryski made the presentation to Council.

The City Clerk stated that there were no written submissions received pertinent to this Public Hearing and that he was not aware of any petitioners present in Council Chambers to speak to the item of interest for the Public Hearing for Discretionary Use Application 02-2017.

A report dated May 24, 2017, from the Director of Community Development, Parks and Recreation regarding Flag Protocol and Proclamation Policies, was circulated for the consideration of Council. Darcy McLeod - Director of Community Development, Parks and Recreation presented the report to Council.

1. That the courtesy flag pole be re-designated to permanently fly the Treaty 4 flag, and
2. That a new flag pole be installed in front of the RCMP detachment to permanently fly the RCMP flag, and
3. That flag raisings be replaced with an enhanced proclamation process including the presentation of a physical proclamation as well as offering a photo opportunity at the Council meeting when the proclamation is made, and
4. That the Flag Protocol Policy #10.340 be approved, and
5. That the Proclamations Policy #10.350 be approved, and
6. That the Mayor, or his designate, be authorized to permanently raise the Treaty 4 Flag in City Hall Park on Wednesday, June 21, 2017.
