REGULAR COUNCIL MEETING MINUTES
August 8, 2017

Minutes of the Regular Council Meeting held on Tuesday, August 8, 2017 in City Hall Council Chambers.

Council Present: Mayor Bob Maloney, Councillors Ken Chyz, Randy Goulden, Quinn Haider, Mitch Hippsley, Aaron Kienle, and Darcy Zaharia.

City Administration Present within the bar: Lonnie Kaal – City Manager, Terrence Schneider – Director of Legislation and Procedures (City Clerk), Amber Matechuk – City Controller and Michael Eger – Director of Planning, Building and Development, Jessica Matsalla – Assistant City Clerk.

CALL TO ORDER

A quorum being present Mayor Bob Maloney called the meeting to order at 5:00 p.m.

PUBLIC ACKNOWLEDGEMENTS

Councillor Goulden –acknowledged the work of the City of Yorkton and the Yorkton Business Improvement District Program for the beautification of the City with all the flowers and greenery around town. Many people from near and far admire the benefits of the attention put into the gardening in our City!

Councillor Goulden – acknowledged that we have 957 catch basins in the City of Yorkton, and thanked residents for assisting with clearing debris from some of those basins, as we see flooding burden many communities around the province again this summer. Every effort to prevent this in our community is greatly appreciated!

Councillor Chyz – acknowledged the “Rhythm ‘n Ribs BBQ and Festival” which occurred last weekend July 28-30, 2017. He stated that it was a wonderful event, and would like to see it come back again! Mayor Maloney elaborated that proceeds from the event went to the Health Foundation Charity.

Councillor Zaharia – acknowledged the annual Thresherman’s Festival held at the Western Development Museum. He stated there were many events to celebrate and commemorate the pioneering of forefathers of this province and the agricultural history that is Saskatchewan’s!

Councillor Kienle – acknowledged all of the organizations who have been putting on summer programs and activities in the community. He encouraged the support of these programs as they are very beneficial to families and youth alike.

Director of Engineering and Asset Management -Federation of Canadian Municipalities (FCM) Municipal Asset Management Program Grant Application
A report dated August 2 July 7, 2017, from the Director of Engineering and Asset Management regarding a Federation of Canadian Municipalities (FCM) Municipal Asset Management Program Grant Application, was circulated for the consideration of Council. René Richard – Director of Engineering and Asset Management presented the report to Council.

Be it resolved that Yorkton City Council directs staff to apply for a grant opportunity from the Federation of Canadian Municipalities’ Municipal Asset Management Program for 2017 Pavement Assessment and Sidewalk Assessment and Data Update; and

Be it further resolved, that the City of Yorkton commits to conducting the following activities in its proposed project submitted to the Federation of Canadian Municipalities’ Municipal Asset Management Program to advance our asset management program:

i. Retain a consultant to perform pavement assessment, analysis and provide final report; and
ii. Retain a consultant to perform sidewalk assessment, analysis and provide final report; and

Be it further resolved, that the City of Yorkton commits up to $83,000.00 plus tax from its budget toward the costs of this initiative.

Director of Engineering and Asset Management - Highway #9 and #10 Intersection Improvements
A report dated August 3, 2017, from the Director of Engineering and Asset Management, regarding Highway #9 and #10 Intersection Improvements, was circulated for the consideration of Council. René Richard – Director of Engineering and Asset Management presented the report to Council.

Mayor Maloney passed the chair to Deputy Mayor Haider 5:43 – 5:45 p.m.

That Council direct Administration to award the Highway #9 and #10 Intersection Improvements tender to Acadia Paving Ltd, for $1,436,675.22 and further authorize a total project cost of $1,777,615.00 which includes engineering and testing, traffic accommodation and a contingency; with funding provided as described in Option 1 of the report.

Councillors: Chyz, Hippsley, Kienle, and Zaharia opposed.
Defeated.***

That Council direct the following action for the Highway #9 and Highway #10 Intersection Improvements Project:
1) Reject the official tender from Acadia Paving Ltd. of $1,436,675.22 intended for the scope of work contained in Option 1 of the report and;
2) Approve the project with parameters as detailed in Option 3 of the report and;
3) Award the Highway #9 and #10 Intersection Improvements tender to Acadia Paving Ltd., for the amount of $1,107,284.94 which is reflective of the reduced scope of work for Option 3 and;
4) Authorize a total project cost of $ 1,441,780.00 which includes engineering and testing, traffic accommodation and a contingency; with funding provided as described in Option 3 of the report.

Mayor Maloney and Councillor Goulden opposed.
Carried.***

City Controller - Mobile Home Disposal
A report dated August 2, 2017, from the City Controller, regarding the disposal of a Mobile Home located at 89 Appleton Drive, was circulated for the consideration of Council. Amber Matechuk – City Controller presented the report to Council.

That Council approves the request to demolish the mobile home at 89 Appleton Drive, following an August 16, 2017 “Salvage Day,” with anticipated expenses funded from the Mobile Home Park account in the Land Fund.

a) create and submit a proposal to the Ministry of Justice to establish a Community Safety Officer program; and upon approval from the Ministry;
b) approve the promotion of the current full time Bylaw Enforcement Officer to a full time Community Safety Officer, hire an additional full time Community Safety Officer and hire a casual Parking Enforcement Officer.
Carried Unanimously.***
