REGULAR COUNCIL MEETING MINUTES
August 28, 2017

Minutes of the Regular Council Meeting held on Tuesday, August 28, 2017 in City Hall Council Chambers.

Council Present: Mayor Bob Maloney, Councillors Ken Chyz, Randy Goulden, Quinn Haider, Aaron Kienle, and Darcy Zaharia.

City Administration Present within the bar: Lonnie Kaal – City Manager, Terrence Schneider – Director of Legislation and Procedures (City Clerk), Michael Eger – Director of Planning, Building and Development, Amber Matechuk – City Controller, and Jessica Matsalla – Assistant City Clerk.

CALL TO ORDER

A quorum being present Mayor Bob Maloney called the meeting to order at 5:00 p.m.

PUBLIC ACKNOWLEDGEMENTS

Councillor Chyz – Congratulated all the volunteers, participants and sponsors for the ‘best turn out ever’ for the Health Foundation’s Annual Charity Road Race held on August 20, 2017. Over $18,000 was raised for the event.

Councillor Goulden – Acknowledged the great 2017 summer full of events. Yorkton is being noted as the “Event Capital of East Central Saskatchewan” with dance competitions, the Yorkton Film Festival, the Pow Wow, Canada Celebrations, Summer Fair, Cruise Nights, and so many more. She acknowledged just a few of the upcoming events: the Wine Festival, Sunflower Arts Show, and 50th Anniversary of the Yorkton Regional High School. On behalf of all of Council and Administration, Councillor Goulden extended thanks to all the volunteers, the sponsors, and organizers of those events for an incredible summer; we look forward to a busy fall and winter season also!

Councillor Zaharia – Acknowledged that football season has rolled around! There were many different levels of players out in the beautiful weather this past weekend of August 26 and 27, 2017. Attendance for the event was in the hundreds if not thousands. Councillor Zaharia extended thanks to all the coaches, volunteers, players and parents that made the day a big success!

Councillor Haider – Councillor Haider passed on regrets from Councillor Hippsley, as he is away at the East Coast on work.

Councillor Haider - also acknowledged that school starts September 5, 2017, and reminded everyone to be extra careful when driving in and around school zones!

Councillor Kienle – The Yorkton Terriers Junior Hockey team is experiencing a shortage for billets for their players this year. If you are able to take a player in, please contact the Terrier Office.

Big Brothers Big Sisters of Yorkton and Area - Proclamation Request – September 2017 as ‘Big Brother Big Sister Month in Yorkton’
A letter was received on August 21, 2017 outlining the Big Brothers Big Sisters current program and the proclamation request and was circulated prior to the meeting. Doris Dressler, Board Secretary, along with Serenity Moore a participant of the Big Brothers Big Sisters ‘Kids n Kops’ program, presented on behalf of the organization.

City Controller – 2016 Municipal Public Accounts
A report dated August 22, 2017, from the City Controller , regarding 2016 Municipal Public Accounts was circulated for the consideration of Council. Amber Matechuk – City Controller presented the report to Council.

Be it resolved that the 2016 Municipal Public Accounts for the City of Yorkton be approved as presented.

Director of Engineering and Asset Management – Pathway Development Program 2017/2018
A report dated August 22, 2017, from the Director of Engineering and Asset Management, regarding proposed pathway construction plans for 2017/2018, was circulated for the consideration of Council. René Richard – Director of Engineering and Asset Management presented the report to Council.

Mayor Maloney passed the chair to Deputy Mayor Quinn Haider 5:14-5:15 p.m.

That Administration be directed to award the Pathway Development Program 2017/ 2018 tender to Fedorowich Construction Ltd. for the total construction cost of $424,571.12 taxes included.

Director of Engineering and Asset Management – Riverside Terrace Improvements
A report dated August 22, 2017, from the Director of Engineering and Asset Management, regarding proposed upgrades to Riverside Terrace, was circulated for consideration of Council. René Richard – Director of Engineering and Asset Management presented the report to Council.

That Administration be directed to proceed with the construction of the Riverside Terrace Bridge pedestrian railing, a road to access the lift station, and the planting of trees on the east berm of the Riverside Terrace Development for a total cost not to exceed $80,000.00; with funding provided by the land fund. Further it is understood that the trees will be provided by the parks nursery at no additional cost to the City and will be planted in 2018.

Director of Planning, Building & Development – Subdivision Application SD01-2017 – 133 Lawrence Avenue
A report dated August 22, 2017, from the Director of Planning, Building & Development, regarding the subdivision application was circulated for consideration of Council. Michael Eger – Director of Planning, Building & Development presented the report to Council.

Mayor Maloney passed the chair to Deputy Mayor Haider 5:25-5:27 p.m.

That application SD01-2017, which proposes to subdivide 133 Lawrence Avenue, legally described as Lot 5, Block 1, Plan CD3175, creating two new residential lots, be approved, and further that the Mayor and City Clerk be authorized to execute the Plan of Proposed Subdivision and issue a Certificate of Approval.
Carried Unanimously.***
