REGULAR COUNCIL MEETING MINUTES
October 10, 2017

Minutes of the Regular Council Meeting held on Tuesday, October 10, 2017 in City Hall Council Chambers.

Council Present: Mayor Bob Maloney, Councillors Ken Chyz, Randy Goulden, Quinn Haider, Mitch Hippsley, and Aaron Kienle.

City Administration Present within the bar: Lonnie Kaal – City Manager, Terrence Schneider – Director of Legislation and Procedures (City Clerk), Carleen Koroluk – Land Use Planner, and Jessica Matsalla – Assistant City Clerk.

Regrets: Councillor Darcy Zaharia, Shannon Bell – Director of Finance, and Michael Eger – Director of Planning, Building & Development

A quorum being present Mayor Bob Maloney called the meeting to order at 5:00 p.m.

PUBLIC ACKNOWLEDGEMENTS

Councillor Haider:
1) Along with his family, he participated in the the Habitat for Humanity five (5) kilometre “Colour Run” at Logan Green Flats on Sunday, October 1, 2017. There were many people and local businesses participating, volunteering, and sponsoring. The weather faired well, and over $14,000 was raised for a very worthwhile cause. Councillor Haider highly recommends the event for next year!

Councillor Goulden:
1) Acknowledged Yorkton’s participation in the Canada Mosaic 150 Mural. The mural is a visual representation of our history and culture. Placement of the mural within Yorkton will be announced in the near future.
2) Thanked the groups and organizations who participated in ‘Culture Days’ at the end of September. Free events that included music, film, art and dance went on in Yorkton to entertain our citizens!

Councillor Hippsley:
1) Congratulated the Lion’s Club for another successful Wine Festival. The event has grown to the point where the use of the Nexera Flexihall was required to accommodate the attendees of the event, which was stated to be around 800. Councillor Hippsley acknowledged the benefits that the Lion’s Club provides to this community and recommended the Wine Festival for next year.

Councillor Kienle:
1) Acknowledged the pancake breakfast put on by the Fire Department at the Fire hall the morning of October 10, 2017. Councillor Kienle also reminded everyone to be cognizant of the “Fire Prevention Week” October 8-14, 2017 and to check any CO and smoke detectors you have to ensure they are in good working condition, and also to have your furnace cleaned for safety.
2) Acknowledged that the SUMA Regional Meetings were hosted in Yorkton on Tuesday, October 3, 2017 under the direction of Councillor Goulden. Several Members of the Legislative Assembly were in attendance, as well as the SUMA Board members. Councillor Kienle stated the meeting was educationally beneficial.
3) The Yorkton Chamber of Commerce hosted their 19th Annual Business Dinner. There was full attendance and a great guest speaker. Councillor Kienle took the opportunity to interact with local business people in attendance.
4) Reminded that free public skating is back at the Farrell Agencies and Kinsmen Arenas, and the Gloria Hayden Community Centre is back open for the season. Councillor Kienle encouraged those interested to check out the Community Development Parks and Recreation Facebook page for further information.

Mayor Maloney:
1) Acknowledged that Councillor Zaharia sent his regrets for this Council Meeting as he travelled to Moose Jaw, SK to coach the Yorkton Regional High School Raider Gridder Football team. They are vying for a playoff spot. He wishes the team good luck!

HEARING OF PETITIONS, PUBLIC NOTICES AND PRESENTATIONS

The Royal Canadian Legion Branch # 77 Yorkton -Proclamation Request – November 5 to 11, 2017 as Veterans/Remembrance Week in the City of Yorkton
A letter was received on October 2, 2017, from the Royal Canadian Legion Yorkton Branch No. 77, requesting that the Week of November 5 to 11, 2017 be proclaimed Veteran/Remembrance Week in the City of Yorkton, which was circulated to Council prior to the meeting. Barry Whitehead - Branch President, accompanied by Comrade Ken Gordon, presented on behalf of the organization.

Yorkton Exhibition Association and Yorkton Chamber of Commerce - Proclamation Request – October 30 to November 5, 2017 as Agriculture Week in the City of Yorkton
A letter was received on October 3, 2017 identifying the significant impact that the agriculture industry has on the economy in Yorkton, which was circulated to Council prior the meeting. JeanAnne Teliske – Manager of the Yorkton Exhibition Association accompanied by Juanita Polegi - Executive Director of the Yorkton Chamber of Commerce, presented on behalf of both organizations.

RESOLUTIONS RESULTING FROM IN CAMERA SESSION:

That the City Manager be authorized to relax the October 30, 2012 servicing agreement between the City of Yorkton and YorkTerra Development GP Inc. by negotiating one of two options:

1) That the October 30, 2012 servicing agreement between the City of Yorkton and YorkTerra Development GP Inc. affecting lands legally described as Condo Plan 102085231 and Parcel Y, Plan 101963842, be amended firstly by waiving the Developer’s requirement to cost share recapping of Fifth Avenue South and installation of a sidewalk along Fifth Avenue South and, secondly by deferring the requirement for contribution to asphalt reconstruction and street lighting of Cameron Street exclusively until such time that 38th unit is constructed on Condo Plan 102085231.

OR

2) That the October 30, 2012 servicing agreement between the City of Yorkton and YorkTerra Development GP Inc. affecting lands legally described as Condo Plan 102085231 and Parcel Y, Plan 101963842, be amended by negotiating a cash settlement which would be directed towards maintaining Cameron Street and contributing to the cost of asphalt and street lighting on Cameron Street.
