Tourism Centre / Chamber of Commerce Lands
Proposed Municipal Development Plan Amendment – Bylaw No. 1/2012
Yorkton City Council will consider an amendment to the City’s Municipal Development Plan Bylaw No. 15/2003. Through Bylaw No. 1/2012, the properties surrounding the Tourism Centre/Chamber of Commerce Lands, as shown in the map below, will be re-designated from Parks and Recreation to Commercial.
Legal Description - Parcel 1, Plan AE1433; Parcel B, Plan 101726850; Parcel C, Plan 101726827; and Drainage Plan 82Y01235 in SW ¼ 36-25-04-W2

Reasons for the amendment
The reason for the Municipal Development Plan amendment is to allow for the City to re-designate the lands surrounding the Tourism Centre/Chamber of Commerce building from PR – Parks and Recreation to C – Commercial. This will allow for Council to consider rezoning of the land to C-3 Highway Commercial to accommodate future development (as proposed in Bylaw No. 2/2012).
The lands are identified as being Environmentally Sensitive because of their closeness to a shallow aquifer. The Environmentally Sensitive designation will continue to be applied and will allow the City to review each future development application to ensure that the aquifer is not negatively affected.

City Council will hear all submissions on the proposed amendment on Monday, February 13, 2012 at 5:00 p.m. in City Hall Council Chambers, Yorkton, Saskatchewan. All written submissions for City Council’s consideration must be provided by 12:00 noon on Thursday, February 9, 2012. Written submissions must be directed to:

Small Lot Residential Zoning District (R-1A) and Rezoning of CJ Houston Lands
Proposed Zoning Bylaw Amendment – Bylaw No. 3/2012
Yorkton City Council will consider an amendment to the City’s Zoning Bylaw No. 14/2003. Through Bylaw No. 3/2012, a new R-1A Small Lot Residential zoning district is proposed. Additionally, the property that was formerly the site of the CJ Houston School, as shown in the map below, will be rezoned from R-3 Medium Density Residential to R-1A Small Lot Residential.

Reasons for the amendment
The reason for the Zoning Bylaw amendment is to allow for smaller residential lots which will help to lower costs for purchasing a new home. Further, the CJ Houston lands have been chosen as a site for development under the Provincial housing program “Headstart on a Home”. The program is intended to provide new housing for first time buyers at or below the market average price. The City is partnering with a private builder to complete the project.
The proposed R-1A zoning district will allow for narrower lots with reduced front yard setbacks than are currently permitted in the Zoning Bylaw. The R-1A district will not replace the existing R-1 General Residential district, but is intended to provide another zoning option to diversify housing options within the City.
